SUBJECT: License Agreement for Mobile Food Vendor at Courthouse Park and University Medical Center

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute License Agreements with El Taconazo Catering for Mobile Food Service Units at Courthouse Park in the amount of $12,000 per year and at University Medical Center in the amount of $5,000 per year.
REPORT
Approval of recommended action will grant the highest bidder license agreements for operating Mobile Food Service Unit(s) on County owned property at Courthouse Park and University Medical Center (UMC).

ALTERNATIVE ACTION(S):

The Board may elect to not approve the recommended License Agreements and direct staff to rebid the opportunities.

FISCAL IMPACT:

The license agreements will generate $17,000 per year through December 31, 2021. Revenue
generated will be posted to the Department of Public Works and Planning, Parks and Grounds Budget, Org 7910, Account 3400.

DISCUSSION:

On September 13, 2016, your Board authorized County staff to publish a Notice of Intention to offer License Agreements for mobile food service units on County owned property for a minimum of $5,000 per year at UMC and $12,000 per year at Courthouse Park, each by public auction held on October 12, 2016. In late September 2016, designated County staff, per Fresno County Ordinance Code 13.28.020 - "Informal bidding procedures", noticed over 200 potential vendors via US mail, placed public notices in three public locations, published a notice in the local Business Journal on September 19, 26 and October 3, 2016 and published a notice in the Fresno Bee on September 24, 2016.

On October 12, 2016, the written bid opening and oral bid process was held at the Hall of Records, 3rd floor boardroom. A single vendor was in attendance and the highest bids were provided by El Taconazo Catering ...
