RECOMMENDED ACTION(S):

TITLE

1.                     Approve and authorize the Chairman to execute an Agreement with California Health Collaborative, for healthy retail and worksite nutrition education services, effective January 1, 2017, not to exceed five consecutive years, which includes a three-year base and two optional one-year extensions, total not to exceed $599,250.

 

2.                     Approve and authorize the Chairman to execute an Agreement with Fresno County Superintendent of Schools, for nutrition education in classrooms and afterschool programs, effective January 1, 2017, not to exceed five consecutive years, which includes a three-year base and two optional one-year extensions, total not to exceed $714,000.

REPORT

Approval of the recommended Agreements will allow the Department of Public Health to continue activities for the Nutrition Education and Obesity Prevention (NEOP) grant program provided by the California Department of Public Health (CDPH). Contractors were selected through a competitive bidding process to provide community engagement and nutrition education services to low-income County residents. The Department will continue efforts to build internal and community capacity to address health disparities in the County, with no Net County Cost.

 

ALTERNATIVE ACTION(S):

 

There is no viable alternative action. Should your Board not approve the recommended actions, the Department would be unable to complete NEOP services as stipulated by the CDPH.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended actions. The recommended agreements with California Health Collaborative ($599,250) and Fresno County Superintendent of Schools through its Office of Education (FCOE) ($714,000) are funded by the NEOP grant provided by CDPH.  Sufficient appropriations and estimated revenues are included in the Department’s Org 5620 FY 2016-17 Adopted Budget, and will be requested for the duration of the agreements.

 

The nine-month Federal FY 2016-17 maximum compensation is as follows:

 

California Health Collaborative                     $176,250

Fresno County Superintendent of Schools                     $210,000

 

DISCUSSION:

 

The Department has received NEOP grant funds since 2013 to provide nutrition education to Supplemental Nutrition Assistance Program-Education (SNAP-Ed) eligible; up to 185 percent Federal Poverty Level County residents. The goal is to increase consumption of healthy foods and beverages, reduce consumption of less healthy foods and beverages and increase physical activity in six targeted County communities: Kerman, Lowell, Parlier, Reedley, Sanger, and West Fresno. 

 

On September 27, 2016, your Board approved Revenue Agreement No. 16-589 with CDPH for NEOP funds.  The proposed Agreements will fulfill the required NEOP scope of work activities in the target communities and will help empower low-income residents to make healthy choices to prevent obesity and other chronic diseases.

 

A Request for Proposals (RFP) No. 17-018 was issued on September 26, 2016 to solicit prospective bidders to fulfill the NEOP scope of work. Notices were sent to 102 potential vendors identified by the Department. County Internal Services Department - Purchasing Division also posted notice on the Public Purchase website. The RFP required bidders to demonstrate the level of expertise and experience in providing nutrition education and obesity prevention services to the community, including five components: (1) Retail Marketing, (2) Worksite Wellness, (3) School Wellness, (4) Mobile Demonstration Kitchen, and (5) Community Engagement.

 

The Department received proposals from seven bidders. A four-member bid review committee comprised of staff from the Department, the Madera County Department of Public Health and the Merced-Stanislaus UC CalFresh program evaluated each proposal.  The committee evaluated the quality of proposed services, past performance, demonstrated implementation ability and administrative capacity. Based on these criteria, the committee recommended entering into agreements with the proposed contractors to implement three components: (1) Retail Marketing, (2) Worksite Wellness and (3) School Wellness.

 

The committee also recommended two other vendors to fulfill the Mobile Demonstration Kitchen and Community Engagement components. The selected Mobile Demonstration Kitchen vendor declined the contract offer; a total of three proposals were received for this component and the two remaining proposals were deemed inadequate by the committee and the Department to fulfill the scope of work as outlined in the RFP. The Department does not recommend entering into an agreement with the committee-recommended Community Engagement vendor due to current contractual issues with this vendor.  A total of five proposals were received for this component. The remaining four proposals were likewise deemed inadequate. The Department is currently evaluating alternative means to fulfill both components. 

 

The recommend agreements may be extended for two optional one-year terms, contingent upon performance and available funding. The recommended agreements give the Department Director, or designee, authority to execute such extensions and to make line item changes to the proposed contractors’ budgets that do not exceed ten percent (10%) of their maximum compensation.
