SUBJECT:                     Amendment III to Agreement with the California Department of Public Health for Emergency Medical Services Agency Support

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute Amendment III to Agreement No. 14-613 with the California Department of Public Health, to modify and add functions to complete the Emergency Medical Services Division support of Hospital Preparedness Program services, effective upon execution with no change to the compensation amount or term of July 1 2014 through June 30, 2017 ($168,381).

REPORT

The recommended Amendment III includes minor changes to the agreement with the California Department of Public Health (CDPH) for Department of Public Health Emergency Medical Services (EMS) Division support and assistance of the Hospital Preparedness Programs (HPP) in Fresno, Kings, Madera and Tulare.  The amendment modifies and adds functions designed to allow the County to complete the services outlined in the original scope of work, with no change to compensation or term and no increase in Net County Cost.

 

ALTERNATIVE ACTION(S):

 

There is no viable alternative action.  Should your Board not approve the recommended action, the Department EMS Division would not be able to provide assistance to the HPP in Fresno, Kings, Madera and Tulare Counties, requiring each county to complete their EMS Agency responsibilities.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action.  CDPH provides HPP funds to the County in the amount of $56,127 for the final year (FY 2016-17) of the three-year agreement for specific HPP services in Fresno, Kings, Madera and Tulare Counties.  The recommended amendment does not change the total grant amount ($168,381) or term.  Sufficient appropriations and estimated revenues are included in the Department Org 5620 FY 2016-17 Adopted Budget.

 

DISCUSSION:

 

The Counties of Fresno, Kings, Madera and Tulare each receive CDPH HPP grant funding.  A specific amount of those funds are allocated to each county’s Local EMS Agency.  The Department is the designated Local EMS Agency for Kings, Madera, and Tulare Counties.  Activities include participation on program working groups and working with EMS providers and hospitals on preparedness activities in the event of a large scale incident.

 

On October 7, 2014, your Board approved Agreement No. 14-613 with CDPH.  The funding provided for the cost of the Department’s EMS Division to address several objectives in each County’s HPP, which includes:

 

 

                     coordinating healthcare partnerships;

                     participation in medical/health operational area programs;

                     attending state sponsored training;

                     establishing continuity of operations plans for EMS; and,

                     EMS management of multi-casualty incidents and field treatment sites.

 

On July 14, 2015, your Board approved Amendment I to Agreement No. 14-613 with CDPH.  The amendment modified the payment criteria for FY 2014-15 and provided clarification for the invoice and expenditure process.

 

On May 24, 2016, your Board approved Amendment II to Agreement No. 14-613 with CDPH.  The amendment clarified the appropriate expenditure and payment process for services provided by the Department.

 

With your Board’s approval, the recommended Amendment III will modify and add functions designed to allow the contractor to complete the services outlined in the original scope of work.
