Title: 1. Make a finding that it is in the best interest of the County to waive the competitive bidding process consistent with Administrative Policy No. 34 for unusual or extraordinary circumstances for the solicitation of operating a Boys & Girls Club and providing a Targeted Re-Entry program for the Probation Department; and 2. Approve and authorize the Chairman to execute an Agreement with the Boys & Girls Club of Fresno County to continue to operate a Boys & Girls Club and provide a Targeted Re-Entry Program at the Juvenile Justice Campus from December 16, 2016, through and including December 15, 2021, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions, total not to exceed $150,000.

at the Juvenile Justice Campus

RECOMMENDED ACTION(S):
TITLE
1. Make a finding that it is in the best interest of the County to waive the competitive bidding process consistent with Administrative Policy No. 34 for unusual or extraordinary circumstances for the solicitation of operating a Boys & Girls Club and providing a Targeted Re-Entry program for the Probation Department; and

2. Approve and authorize the Chairman to execute an Agreement with the Boys & Girls Club of Fresno County to continue to operate a Boys & Girls Club and provide a Targeted Re-Entry Program at the Juvenile Justice Campus from December 16, 2016, through and including December 15, 2021, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions, total not to exceed $150,000.
REPORT
There is no Net County Cost associated with the recommended actions as costs for this agreement will be funded with Youthful Offender Block Grant funds. Approval of the recommended agreement will continue to allow a Boys & Girls Club (B&GC) on site at the Juvenile Justice Campus (JJC) to provide recreational activities and also continue to provide a Targeted Re-Entry (TRE) Program that will include pre and post-release services to the County. The B&GC of Fresno County has provided these services to the County since approved by your Board in December 2008. Approval of the recommended agreement will allow the County to continue to provide $30,000 annually in funding to the B&GC and provide space at the Juvenile Justice Campus, as designated by the County, to the B&GC at no charge. The B&GC funds 65% of the cost to administer this program at the JJC.
