SUBJECT:                     Right-of-Way Acquisition for the Fresno Canal Bridge Replacement Project on McKinley Avenue - Federal Project No. BRLO 5942(225)

 

RECOMMENDED ACTION(S):

TITLE

Accept the easement deed and authorize the Chairman to execute the right-of-way contract required for the Fresno Canal Bridge Replacement Project on McKinley Avenue for a total monetary consideration of $7,900.

REPORT

Approval of the recommended action will authorize the purchase of additional right-of-way on McKinley Avenue at a cost of $7,900 (shown on Exhibit A, attached).  This acquisition will facilitate the Fresno Canal Bridge Replacement Project on McKinley.

 

ALTERNATIVE ACTION(S):

 

The Board may reject the purchase of this right-of-way.  This would prevent the County from obtaining the necessary right-of-way to proceed with the project. If the necessary right-of-way is not acquired, the project will be cancelled and funds received for the project would have to be returned to the Federal Highway Administration.

 

FISCAL IMPACT:

 

There will be no Net County Cost associated with the recommended action.  A warrant or check will be drawn on the Road Fund 0010, made payable to the owner listed below.  This project is eligible for reimbursement under the Federal Highway Bridge Program (HBP).  The HBP program will provide 100% of funds for right-of-way acquisition for this project.  Sufficient appropriations for this project are included in the FY 2016-17 Public Works and Planning - Roads Org 4510 Adopted Budget. 

 

Listed below is the owner, mailing address and amount for this parcel:

 

Parcel 3 - WM BOOS & CO., a partnership, 14382 E. McKinley Avenue, Sanger, CA  93657 - $7,900.

 

Of the total compensation authorized pursuant to this agenda Item, $3,894 is for a substitute canal access easement acquired on behalf of the Fresno Irrigation District (FID), with no useful life to the County, and $4,006 is for a permanent roadway easement.

 

The substitute canal access easement acquired on behalf of FID is required because FID’s existing canal access easement is being impacted by the County’s project and needs to be realigned.

 

 

 

DISCUSSION:

 

The proposed project consists of replacing the Fresno Canal Bridge on East McKinley Avenue, 0.8 miles east of Academy Avenue, near the City of Sanger.  The existing two lane timber bridge will be replaced with a new two lane concrete bridge that meets current standards.

 

Listed below is the owner and items purchased for this parcel:

 

Parcel 1 - WM BOOS & CO property - This payment is for a 0.029 acre road easement, 0.118 acre canal access easement, irrigation, turn row reestablishment, purchase and installation of steel pipe gate, and severance damages to the remainder, if any.

 

It is anticipated that construction may commence in the fall of 2017.
