SUBJECT: Exclusive Service Area Program for Solid Waste Management
RECOMMENDED ACTION(S):
TITLE
Confirm direction to:
a. Finalize the amended Exclusive Service Area Program agreements, and
b. Provide written notice to all contracted haulers by February 26, 2017 on the County's intent to amend and extend, and
c. Return to the Board for execution of the amended agreements, providing for a ten-year extension and setting the termination date at February 26, 2028.
REPORT
At the November 15, 2016 meeting, the Board directed staff to provide the newly elected Supervisors in District 3 and District 5 an opportunity to provide input on the proposed amendments to the Exclusive Service Area Program (ESAP) Agreements.
ALTERNATIVE ACTION(S):
The Board may choose not to amend and extend the ESAP Agreements and direct staff to extend one or more of the current Agreements for a period of two years and to issue a Request for Proposal or a Request for Quotation.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended actions. The work associated with this agenda item is budgeted in the Public Works and Planning - Resources Org 9015 FY 2016-17 Adopted Budget and funded by the County's AB 939 Service Fee.
DISCUSSION:
On November 15, 2016 staff presented information requested by the Board at the October 27, 2015 and January 26, 2016 Board meetings, where staff presented alternatives and options available for future solid waste management programs and related agreements. At the November 15, 2016 Board meeting staff was directed to return on January 31, 2017 to allow the newly elected Supervisors in Districts 3 and 5 an opportunity to provide input prior to the Board's final decision regarding the County's future solid waste programs.
