SUBJECT: Program Supplement Agreement No. F279 to Administering Agency - State Master Agreement for Federal Aid No. 06-5942F15 for Laton Sidewalk Project

RECOMMENDED ACTION:
TITLE
Approve and authorize Chairman to execute Program Supplement Agreement No. F279 to Administering Agency - State Master Agreement for Federal Aid No. 06-5942F15 with California Department of Transportation for Laton Sidewalk Project, Federal Project No. ATPL-5942(275), ($75,000).
REPORT
The recommended action would authorize the Chairman to execute a Program Supplement Agreement (PSA) with the California Department of Transportation (Caltrans) to allow reimbursement of project costs with Federal funds.

ALTERNATIVE ACTION:

No viable alternative action has been identified. Not approving the recommended action will result in de-obligation of the allocated federal funding.

FISCAL IMPACT:

The recommended action will provide $75,000 for the Project Approval and Environmental Documentation (PA & ED) phase of the Laton Sidewalk Project. No local match is required; however, if costs exceed the allocation, they will be paid out of the Road Fund. Sufficient appropriations were included in the Public Works and Planning - Roads Org 4510 FY 2016-17 Adopted Budget. Once the PA & ED phase is complete, additional funds will be allocated to complete the preliminary engineering, right of way, and construction phases of the project.

DISCUSSION:

On September 26, 2013, Governor Brown signed legislation creating the Active Transportation Program (ATP). It consolidated existing State and Federal transportation programs into a single program with a focus to make California a national leader in active transportation.
