SUBJECT: Agreement to Memorandum of Understanding (MOU) for Representation Unit 1 - Law Enforcement Personnel

RECOMMENDED ACTION(S):
TITLE
Approve the Agreement to Memorandum of Understanding regarding salary adjustments, as reflected on Appendix C, for Communications Dispatcher I/II/III/Specialist classifications within Representation Unit 1 - Law Enforcement Personnel, represented by the Fresno Deputy Sheriff's Association, effective January 30, 2017.
REPORT
Approval of the recommended action would implement a salary increase for the identified classification series to address recruitment and retention issues. The 10% increase ($128,520) includes $83,538 in Net County Cost, which will be absorbed within the Sheriff's Office FY 2016-17 adopted budget.

ALTERNATIVE ACTION(S):

If your Board were not to approve the recommended action, the existing terms and conditions would remain in effect and negotiations would continue; however, the recruitment and retention issues would remain.

FISCAL IMPACT:

The total estimated cost of the recommended action for the remainder of FY 2016-17 is approximately $128,520; $83,538 in Net County Cost. The annual cost is approximately $334,152; $217,199 in Net County Cost. Sufficient appropriations and estimated revenue is included in the Sheriff's Office Org 3111 adopted budget and will be included in future budget requests.

DISCUSSION:

Pursuant to a Memorandum of Understanding Addendum approved by your Board on December 2, 2014, a classification and compensation study of the Communications Dispatcher classification series within Unit 1 was conducted. The study determined that this series in the Sheriff's Office has not kept pace with the compensation of local law enforcement agencies.
