SUBJECT:                     Agreement with Alliant International University for Research and Grant-Writing Opportunities for Students

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute an Agreement with Alliant International University, for research and grant-writing opportunities for its students, effective upon execution, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions ($0)

REPORT

Approval of the recommended action will allow clinical psychology doctoral students currently enrolled in Alliant International University’s (University) research practicum to collaborate in research projects and grant-writing opportunities with the Department of Behavioral Health with no Net County Cost.  Participation will be completed without monetary compensation and the recommended agreement will allow the students to be supervised by the University. 

 

ALTERNATIVE ACTION(S):

 

Should your Board not approve the recommended action, the County will not benefit from or receive assistance with research and grant-writing projects.  Additionally, the County will not benefit from the opportunity to engage students that may return as future employees.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action or monetary compensation under the recommended agreement.  The students will be supervised by the University and assigned to research projects and grant-writing opportunities, as available.

 

DISCUSSION:

 

Alliant International University is a regionally-accredited university.  The recommended agreement provides an opportunity for clinical psychology doctoral students and faculty within its research practicum to assist in research and grant-writing within the Department of Behavioral Health, which the Department does not have the capacity for, at this time.  Additionally, the recommended Agreement provides an opportunity for the County to engage students that may return as employees upon completion of their course work to fill positions that are traditionally difficult to fill.

 

There is no cost associated with the recommended action.  Upon approval by your Board, the recommended agreement will be effective upon execution through June 30, 2019.  The Agreement may be extended for two (2) additional 12-month periods, upon the written approval of both parties no later than 30 days prior to the first day of the next 12-month extension period.  Either party may terminate the recommended agreement without cause upon the giving of 30 days advanced written notice of an intention to terminate.  Additionally, changes to the addresses to which notices are to be sent may be made by written approval of the Department’s Director, or designee, and the University.

 

OTHER REVIEWING AGENCIES:

 

The Behavioral Health Board was informed of this agreement at its August 17, 2016 meeting.
