RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute Amendment I to Agreement No. 15-524 with the California Department of Public Health, for Sexually Transmitted Disease Prevention programs, effective February 7, 2017 with no change to the term of July 1, 2015 through June 30, 2019 and decreasing the maximum by $80,000 to a total of $426,780.
REPORT
Approval of the recommended action will decrease funding for sexually transmitted disease (STD) prevention activities by 16% or $80,000. The California Department of Public Health (CDPH) STD Control Branch has amended the scope of work eliminating the chlamydia screening quality improvement (CTQI) project. The project focused on improving screening among young women within the primary care setting, the screening will be redirected by CDPH to a local community based non-profit.

ALTERNATIVE ACTION(S):

No viable options are available.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended action. The recommended amendment will decrease the revenue agreement from $506,780 to $426,780 ($80,000 or 16%). The reductions are as follows:

* $16,000 in FY 2016-17; from $126,695 to $110,695;
* $32,000 in both FY 2017-18 and FY 2018-19; from $126,695 to $94,695

Sufficient appropriations and estimated revenues are included in the Department's Org 5620 FY 2016-17 adopted budget and will be requested in subsequent budgets for the duration of the term. The agreement limits indirect cost recovery to 14.674% of salaries and benefits. The Department's current indirect rate is 15.873% or $13,105. The difference (1.199% or $990) will be covered by Health Realignment.
