RECOMMENDED ACTION(S):

TITLE

Adopt plans and specifications for Contract No. 16-22-SW, American Avenue Disposal Site Phase III, Modules 7 and 8 Excavation and Liner, and authorize the Director of the Department of Public Works and Planning, or his designee, to advertise for bids and set bid opening date.

REPORT

The recommended action will authorize the advertisement of a budgeted the American Avenue Disposal Site (AADS) project.

 

ALTERNATIVE ACTION(S):

 

Staff has not identified any viable alternatives.  The expansion of the landfill is a planned project and must be constructed and certified by multiple agencies in a timely manner to ensure that there is adequate disposal acreage for all incoming waste.

 

FISCAL IMPACT:

 

There is no anticipated Net County Cost associated with the recommended action.  The project has been included in the American Avenue Disposal Site - Org 9026 FY 2016-17 adopted budget.  The construction contract is anticipated to range between $6,718,000 and 7,426,000.

 

DISCUSSION:

 

The AADS is a municipal solid waste disposal facility operating under a Solid Waste Facilities Permit issued by the County Public Health Department with the concurrence of the California Department of Resources, Recycling, and Recovery.  The County has owned and operated the AADS since the early 1970s.  The AADS is located on American Avenue, approximately 17 miles southwest of the City of Fresno and approximately 6 miles southwest of the City of Kerman.  The site encompasses 440 acres, including 367 acres of permitted and available disposal area.

 

The project will consist, in general, of the excavation of Modules 7 and 8, installation of a composite liner system, and the performance of a leak detection survey. It also includes the installation of Modules 7 and 8 sump liner system, riser pipes, clean out pipes and all miscellaneous work associated with the installation of these items in preparation for leachate collection.

 

 

 

Plans and specifications were prepared by the Department’s Resources and Design Divisions.  Construction is anticipated to commence in June 2017 and is expected to be completed by September 2017.  Construction Quality Assurance services will be provided be the Department’s consultant, Golder Associates.
