SUBJECT: Right-of-Way Acquisition for Auberry Road and Copper Avenue
Traffic Signal Project - Federal Project No. HSIP-5942(241)
RECOMMENDED ACTION(S):
TITLE
Accept the easement deeds and authorize the Chairman to execute the right-of-way contracts and temporary construction permits required for the Auberry Road and Copper Avenue Traffic Signal Project for a total monetary consideration of $3,200.
REPORT
Approval of the recommended action will authorize the purchase of additional right-of-way and temporary construction permits required to install a four-phase traffic signal with protected left turn phasing at the intersection of Auberry Road and Copper Avenue (shown on Exhibit A, attached).
ALTERNATIVE ACTION(S):
The Board may reject the purchase of this right-of-way. This would prevent the County from obtaining the necessary right-of-way to proceed with the project. If the necessary right-of-way is not acquired, the project will be cancelled and funding previously received for the project would have to be returned.
FISCAL IMPACT:
There will be no Net County Cost associated with the recommended action. A warrant or check will be drawn on the Road Fund 0010, made payable to the individual grantors listed below. This project is eligible for reimbursement under the Highway Safety Improvement Program (HSIP). The HSIP will provide up to 90 percent of the funding required for the right-of-way purchase. The remaining 10 percent will be paid out of the Road Fund. Sufficient appropriations for this project are included in the FY 2016-17 Public Works and Planning - Roads Org 4510 Adopted Budget.
The property owner names, addresses and the basis of the compensation associated with these parcels are as follows:
Parcel 1 - Rudolph J. Biglione and Joyce Biglione, Trustees, 15967 SW 129th Terrace, Tigard, OR 97224 - $2,000. This payment is for a 0.018 acre road easement and a 0.018 acre temporary construction permit.
Parcel 2 - PV Ricchiuti Family, L.P., 2917 E. Shepherd Avenue, Clovis, CA 93619 - $1,200. This payment is for a 0.014 acre road easement, a 0.018 acre temporary construction permit and fencing, vines, metal posts, wires, drip lines and end posts.
Of the total compensation provided pursuant to this agenda Item, $335 is for two temporary construction permits with a useful life of 12 months each, and $2,865 is for two permanent roadway easements.
DISCUSSION:
The proposed project consists of the installation of a new four-phase traffic signal with protected left turn phasing at the intersection of Auberry Road and Copper Avenue. The work to be done consists of installing new traffic signal pole foundations and signal poles on each side of the intersection, installing new conduit runs and widening Copper Avenue and Auberry Road near the intersection to accommodate left-turn pockets on each approach.
It is anticipated that construction will commence in the spring of 2017.
