SUBJECT: Agreement for Portable Chemical Toilet Rental and Service by Various Departments
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute an agreement for portable chemical toilet rental and service with AAA Quality Services, Inc. for a three year term, with the option to extend the agreement for up to two additional one-year periods for a maximum of five years. ($235,000)
REPORT
This agreement will provide for the on-going service of County owned portable toilets at the American Avenue Disposal Site (AADS) and the rental and service of portable toilets at various locations throughout the County on an as-needed basis.
ALTERNATIVE ACTION(S):
No viable alternative exists. While the County does own portable chemical toilets and could purchase additional units for use on an as-needed basis, the County does not have the equipment and staff necessary to transport and dispose of the waste.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended action. Appropriations for the first year of this agreement are provided in each department’s FY 2016-17 adopted budgets: Public Works and Planning (PW&P) Construction Division Org 4510 ($1,000), PW&P Parks Org 7910 ($10,000), PW&P Resources Division Org 9026 ($20,000), PW&P Roads Division Org 4510 ($6,000), Department of Social Services Org 5610 ($8,000), Sheriff-Coroner Office Org 3111 ($2,000). Appropriations will be included in future years’ requested budgets.
DISCUSSION:
The County of Fresno owns and operates the AADS, which is located approximately 26 miles west of Fresno on American Avenue. Of the 440 acres that make up AADS, the working area is about 18 acres at any given time. Due to the remoteness of the location, the County provides portable chemical toilets and hand wash stations at the work area for use by customers and employees. It is necessary to have the County-owned portable chemical toilets and hand wash stations serviced twice a week.
Additionally, the Department of Public Works, the Department of Social Services and the Sheriff-Coroner Office require the rental and service of portable chemical toilets and hand wash stations on an as-needed basis.
The previously stated requirements were issued in Request for Quotation (RFQ) No. 17-017 by the Department of Internal Services, Purchasing Division on September 16, 2016. The RFQ process was followed in accordance with the Board-approved “County of Fresno, Purchasing and Contracts Procedure Manual”. Only one bid was received before the closing date of the RFQ.
Staff from the Department of Public Works and Planning, the Department of Social Services and the Sheriff-Coroner Office reviewed the only bid (AAA Quality Services, Inc.) and determined the vendor met all the requirements of the RFQ. Based on detailed review and evaluation of the bid, staff recommends AAA Quality Services, Inc. be awarded the Agreement. Additionally, the Purchasing Division concurs with this recommendation.
