The recommended action is required to satisfy reporting requirements under Chapter 762.12 of the CAO Management Directives for donations greater than $500 in value.  Approval of the recommended action will allow the Fresno County Public Library to accept the donation of a mental health book collection valued at $2,227 from the Southern California Library Cooperative.  The collection is for the use of library customers, staff, and also a librarian that is certified as an instructor in Mental Health First Aid training to provide instruction to library staff and community partners on how to work with individuals affected by mental illness.

ALTERNATIVE ACTION(S):

Your Board may choose to not accept the donation.

FISCAL IMPACT:

There is no Net County Cost associated with the recommended action.  The non-monetary donation of mental health books valued at $2,227 will support Library programs in current and future fiscal years.  The Library will provide Mental Health First Aid training to library staff and community partners with an annual in-kind contribution of $1,530.  The in-kind contribution covers a percentage of the salary and benefits for one Librarian I with indirect costs calculated at 10%.  The Library’s salary, benefits, and overhead costs are part of the Library’s FY 2016-17 Org 7511 Adopted Budget and are funded through Measure B revenue.  The in-kind services provided by the Library will be absorbed as programming charges for the total annual amount up to $1,530.

DISCUSSION:

In December 2016, the Fresno County Public Library received a mental health book collection valued at $2,227 from the Southern California Library Cooperative.  The Southern California Library Cooperative is a consortium of 38 independent city, county and special districts which have agreed to cooperate in providing library services to the residents of all participating jurisdictions.  The Fresno County Public Library was awarded the donation in response to participating in a Mental Health First Aid training in September 2016.  At the training in September 2016, one Fresno County librarian completed the program and received certification as a Mental Health First Aid instructor to teach basic skills on how to work with individuals affected by mental illness.

Mental Health First Aid trainings are recommended by the California State Library through a mental health initiative.  Mental Health First Aid training is managed by the National Council for Behavioral Health, which certifies trainees to be Mental Health First Aid instructors.  The Library will use the collection of mental health books donated by the Southern California Library Cooperative to develop Mental Health First Aid trainings and provide informational resources to the public.
