SUBJECT:                     Resolution accepting non-monetary donation from the National Book Foundation

 

RECOMMENDED ACTION(S):

TITLE

Adopt Resolution accepting and expressing gratitude for the non-monetary donation of assorted children’s books valued at $2,250 to the Library from the National Book Foundation.

REPORT

There is no Net County Cost associated with the recommended action. The recommended action is required to satisfy reporting requirements under Chapter 762.12 of the CAO Management Directives for donations greater than $500 in value.  Approval of the recommended action will allow the Library to accept a donation of 1,500 assorted children’s books valued at $2,250 from the National Book Foundation.  The books are required to be distributed to children and families living in public housing as part of the Book-Rich Environment (BRE) Initiative.  The books will be distributed at literacy events co-hosted by the Library and the Fresno Housing Authority in FY 2016-17 and FY 2017-18.

 

ALTERNATIVE ACTION(S):

 

Your Board may choose to not accept the donation.  If the donation is not accepted, the Library will not distribute books to children and families living in public housing.   

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action.  Upon approval, the non-monetary donation of children’s books valued at $2,250 will be accepted to support Library Community Services programs in current and future fiscal years.  The library will distribute the books free of charge to children and families.  The Library will make an in-kind contribution of $482 for the period of March 1, 2017 to June 30, 2017, and an in-kind contribution of $964 for the period of July 1, 2017 to November 30, 2017.  The in-kind contribution covers a percentage of salaries and benefits for one Librarian II, one Library Assistant II, and one Library Assistant I with indirect costs calculated at 10%.  The Library’s salary, benefits, and overhead costs are part of the Library’s FY 2016-17 Org 7511 Adopted Budget.  In-kind services provided by the Library will be absorbed as programming charges and funded with Measure B revenue.  In-kind costs associated with the program will be included in subsequent budget requests.     

 

DISCUSSION:

 

There is no agreement associated with the BRE Initiative.  The BRE Initiative was launched in January 2017 as part of an effort to transform public housing agencies into book-rich environments.  The BRE Initiative is administered by the Urban Libraries Council, U.S. Department of Housing and Urban Development (HUD), U.S. Department of Education, the National Book Foundation, and the Campaign for Grade-Level Reading. 

 

In February 2017, the Library received notification that a non-monetary donation of 1,500 assorted children’s books valued at $2,250 will be provided to the Library by the National Book Foundation as part of the BRE Initiative.  The goal of the BRE Initiative is to bring high quality books and other literacy tools to children and families living in HUD-assisted housing to improve literacy outcomes and ensure that residents have the tools they need to reach their full potential.  At the local level, the BRE Initiative requires the Library and the Fresno Housing Authority to work together to distribute the books to children and parents at literacy events. 

 

Upon approval by your Board, the Library will accept the donation.  The Library plans to assign staff to distribute the books to children and families at the Orange Cove Library Branch and public housing facilities in Orange Cove, CA.  Book distribution will launch in spring of 2017 and may include up to three local distribution events with the following themes:

 

                     Event 1:  “Your Public Library, Your Second Home”: Focused on introducing children and families to the local library and encouraging a love for reading (April-June 2017);

 

                     Event 2:  “Summer Fun and Learning”: Focused on summer learning and engaging families in literacy activities outside of the school year (July-August 2017); and

 

                     Event 3:  “Leap Ahead at Your Library”: Focused on going back to school and preparing for success in the next grade level (October-November 2017)

 

Fresno County was one of 37 communities awarded the donation.  The Orange Cove Library Branch was selected for the BRE Initiative due to the identified educational and literacy needs in Orange Cove, CA.  Any books remaining after the BRE Initiative campaign is over will either be used by the Fresno Housing Authority to create book collections on-site at public housing facilities or the Library may give the books away as prizes during literacy activities for children and families.
