SUBJECT:                     Budget Resolution for County Service Area 35AG

 

RECOMMENDED ACTION(S):

TITLE

Adopt a Budget Resolution for County Service Area 35AG, Organization 9206 increasing the FY 2016-17 appropriations in the amount of $39,000 from County Service Area 35AG general reserves. (4/5 vote)

REPORT

The recommended action will increase appropriations to cover road maintenance and expenses from FY 2015-16 that were not processed until FY 2016-17. 

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not approved County Service Area 35, Zone AG (CSA 35AG) will lack the appropriations necessary to pay for future expenses in FY 2016-17, such as snow removal services.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action. All CSA 35AG activities are funded by assessments and interest earned on cash reserves. Approval of the proposed Budget Resolution will increase FY 2016-17 appropriations in the amount of $39,000 for CSA 35AG, Org 9206 to cover unbudgeted expenses from FY 2015-16 related to snow removal services and other costs associated with road maintenance. The costs associated with this action are funded by CSA 35AG’s general reserves.

 

DISCUSSION:

 

CSA 35AG was formed in 1994 to provide road maintenance and snow removal services for 3.26 miles of road in the Wildflower Village Subdivision located just south of Shaver Lake. Each year CSA 35AG pays for snow removal services in five equal payments, with a final payment (sixth) potentially being needed if the snow season’s snow fall exceeds seventy percent of the ten year average. A sixth snow removal invoice was received in FY 2015-16; however, it was not processed until FY 2016-17. In addition, significant road work was completed in CSA 35AG in FY 2016-17, at the request and approval of CSA 35AG’s Citizens Advisory Committee (CAC), that exceeded the budget appropriations for road work. The CSA 35AG CAC has requested an increase to FY 2016-17 appropriations to cover the unbudgeted expenses from FY 2015-16’s final snow removal payment that was processed in FY 2016-17 and to cover the higher than budgeted cost of road maintenance for FY 2016-17.

 

For the reasons cited above, CSA 35AG’s budgeted appropriations are requested to be increased. If the proposed budget resolution is approved, the FY 2016-17 appropriations for the CSA 35AG will increase in the amount of $39,000 from the CSA 35AG general reserves. CSA 35AG’s general reserves are estimated to be $182,605 at the end of FY 2016-17.
