SUBJECT: Program Supplement Agreement No. N242 to Administering Agency - State Master Agreement for Federal Aid No. 06-5942R for the Fruit Avenue and Barstow Avenue Left Turn Phasing Project.

RECOMMENDED ACTION:
TITLE
Approve and authorize Chairman to execute Program Supplement Agreement No. N242 to Administering Agency - State Master Agreement for Federal Aid No. 06-5942R with California Department of Transportation for the Fruit Avenue and Barstow Avenue Left-turn Phasing Project, Federal Project No. HSIPL-5942(242), ($536,900).
REPORT
The recommended action would authorize the Chairman to execute a Program Supplement Agreement (PSA) with the California Department of Transportation (Caltrans) to allow reimbursement of project costs with Federal funds.

ALTERNATIVE ACTION:

Not approving the recommended action will result in de-obligation of the allocated Federal funding.

FISCAL IMPACT:

There is no Net County Cost associated with the recommended action. The project is funded through the Highway Safety Improvement Program (HSIP) which will provide 90% of the funding for the left-turn phasing on Fruit and Barstow Avenues. The recommended action will provide $2,880 of HSIP funding for the Right-of-Way phase and $534,020 for the Construction phase of the project. The contract construction cost for the project based on the low bid and including allowance for contingencies is $498,222. The program previously provided $110,600 for the Preliminary Engineering phase. Sufficient appropriations for the County's local match are included in the Public Works and Planning - Roads Org 4510 FY 2016-17 Adopted Budget.

DISCUSSION:
