SUBJECT: Program Supplement Agreement No. F280 to Administering Agency - State Master Agreement for Federal Aid No. 06-5942F15 for the Biola Sidewalk Project
RECOMMENDED ACTION:
TITLE
Approve and authorize Chairman to execute Program Supplement Agreement No. F280 to Administering Agency - State Master Agreement for Federal Aid No. 06-5942F15 with California Department of Transportation for the Biola Sidewalk Project, Federal Project No. ATPL-5942(276), ($15,000).
REPORT
The recommended action would authorize the Chairman to execute a Program Supplement Agreement (PSA) with the California Department of Transportation (Caltrans) to allow reimbursement of project costs with Federal funds.
ALTERNATIVE ACTION:
Not approving the recommended action will result in de-obligation of the allocated Federal funding.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended action. The recommended action will provide $15,000 for the Project Approval and Environmental Documents (PA & ED) phase of the Biola Sidewalk Project. No local match is required; however, costs exceeding the allocation will be paid out of the Road Fund. Sufficient appropriations are included in the Public Works and Planning - Roads Org 4510 FY 2016-17 Adopted Budget. Once the PA & ED phase is complete, additional funds will be allocated to complete the preliminary engineering, right of way, and construction phases of the project.
DISCUSSION:
On September 26, 2013, Governor Brown signed legislation creating the Active Transportation Program (ATP). It consolidated existing State and Federal transportation programs into a single program with a focus to make California a national leader in active transportation. The ATP program replaces such programs as the Transportation Alternatives Program, Bicycle Transportation Account, and Safe Routes to School. It includes many pedestrian improvement projects designed to increase the level of safety, mobility, and accessibility for non-motorized users, as well as a broad spectrum of projects which encourage the increased use of active modes of transportation. In addition, the program advances efforts of regional and local agencies to achieve greenhouse gas reduction goals.
The work to be done on this ATP project consists, in general, of constructing sidewalk, curb and gutter, curb ramps and widened road shoulders on G Street between 5th and 7th Streets, in the community of Biola. The purpose of this project is to improve safety and improve connectivity for pedestrians along G Street in Biola.
OTHER REVIEWING AGENCIES:
Caltrans prepared the Master Agreement and Program Supplement Agreement.
