SUBJECT: Advertise Contract No. 16-24-C, Fowler Avenue Shoulder Improvements, Congestion Mitigation and Air Quality Project No. CML- 5942(211)

RECOMMENDED ACTION(S):
TITLE
Adopt plans and specifications for Contract No. 16-24-C, Fowler Avenue Shoulder Improvements, Elkhorn Avenue to South Avenue, Federal Project No. CML- 5942(211), and authorize the Director of the Department of Public Works and Planning or his designee to advertise for bids and set bid opening date contingent upon the Department receiving authorization from the California Department of Transportation.
REPORT
The recommended action will authorize the advertisement of a project which includes shoulder widening and an asphalt concrete overlay of the travel lanes. The shoulder widening will be financed in part by the federal Congestion Mitigation and Air Quality (CMAQ) Program, and the asphalt concrete overlay will be paid for by the County Road Fund.

ALTERNATIVE ACTION(S):

Not approving the recommended action will result in cancellation of the project and de-obligation of the allocated Federal funding. Any funds received by the County for this project to date would require reimbursement to the Federal Highway Administration from the Road Fund.

FISCAL IMPACT:

There is no Net County Cost associated with the recommended action.

The proposed project is divided into two parts for funding purposes.

The CMAQ Program will provide up to 88.53% of the funding for contract construction of the shoulder improvements. The County's local match for contract construction of the shoulder improvements, estimated to be $365,000, and the contract construction cost of the asphalt concrete overlay, estimated to be $2,165,000, will be paid out of the Road Fund.
