SUBJECT:                     Amendment I to Agreement with Department of Health Care Services for Projects for Assistance in Transition from Homelessness Grant

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute an Amendment I to Agreement No. 16-362 with the State Department of Health Care Services for the Federal Stewart B. McKinney Homeless Block Grant, through the McKinney Projects for Assistance in Transition from Homelessness Grant, effective upon execution through June 30, 2017 and increasing the maximum by $8,536 to a total of $422,032.

REPORT

The California Department of Health Care Services (DHCS) released an increase to FY 2016-17 Projects for Assistance in Transition from Homelessness (PATH) Grant allocations on November 16, 2016.  Approval of the recommended action will allow the County to accept the grant increase ($6,402) for services to adults with mental health conditions who are homeless or at-risk of homelessness.  The increase requires a County match ($2,134) which will be funded with Mental Health Services Act (MHSA) funds.  The maximum will increase by $8,536, which will be used for County administration costs, for a total of $422,032, which includes the County match ($105,508), with no increase in Net County Cost.

 

ALTERNATIVE ACTION(S):

 

Should your Board not approve the recommended action, the Department of Behavioral Health would forfeit the additional grant funding and be unable to increase the services under this grant to adults with mental health conditions who are homeless or at-risk of homelessness.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action.  The County is eligible for a $6,402 or a 2.1% increase from the initial FY 2016-17 PATH allocation ($310,122), for a total of $316,524.  Accepting these funds also requires a $2,134 increase to the original County match ($103,374; 33% of the allocation), which is funded with MHSA funds, for a total amount of $105,508.  The amended total with the increased allocation and match is $422,032.

 

PATH funds will be utilized as follows:

 

                     $11,255 for County administration costs, increased from $2,719; and,

                     $410,777 for the County’s PATH Program contracted and operated by Kings View Corporation. 

 

The entire program is funded with the PATH grant, MHSA funds, Medi-Cal revenues and client rents.  Sufficient appropriations and estimated revenues are included in the Department Org 5630 FY 2016-17 Adopted Budget. 

 

DISCUSSION:

 

The Stewart B. McKinney Homeless Assistance Amendments Act of 1990 established the Federal PATH Grants administered by the Substance Abuse and Mental Health Services Administration (SAMHSA).  DHCS functions as a pass-through entity and direct services are administered through the Department.  Since 1990, the Department has applied for the grant funding annually to address the needs of individuals with serious mental illness (SMI) and/or co-occurring SMI and substance use disorder, who are homeless or at-risk of homelessness.

 

On June 16, 2015, your Board approved Agreement No. 15-257 with Kings View Corporation to operate the PATH program and provide services to homeless adults with mental health conditions.  On June 21, 2016, your Board approved Agreement No. 16-362 with DHCS to allow the submittal of the Application/Agreement for PATH grant funding. 

 

With your Board’s approval, the recommended amendment will enable the County to receive additional grant funding for County administrative costs, including staff time for administrative activities and periodic grant related data and expenditure reporting.  DHCS has reviewed and approved the use of this increase towards County administrative costs, since it will not exceed the 10% limit of the FY 2016-17 PATH allocation set for administrative costs.  There is no change to the term or compensation amount to the provider.

 

OTHER REVIEWING AGENCIES:

 

The Behavioral Health Board was notified of this amendment at the February 2017 meeting.
