SUBJECT: Right-of-Way Acquisition for Bethel Avenue and Mountain View Avenue Traffic Signal Project - Federal Project No. HSIP-5942(243)

RECOMMENDED ACTION(S):
TITLE
Accept the easement deeds and authorize the Chairman to execute the right-of-way contracts required for the Bethel Avenue and Mountain View Avenue Traffic Signal Project for a total monetary consideration of $10,650.
REPORT
Approval of the recommended action will authorize the purchase of additional right-of-way required to install an eight-phase traffic signal with protected left-turn phasing at the intersection of Bethel Avenue and Mountain View Avenue (shown on Exhibit A, attached).

ALTERNATIVE ACTION(S):

The Board may reject the purchase of this right-of-way. This would prevent the County from obtaining the necessary right-of-way to proceed with the project. If the necessary right-of-way is not acquired, the project will be cancelled and funding previously received for the project would have to be returned.

FISCAL IMPACT:

There will be no Net County Cost associated with the recommended action. A warrant or check will be drawn on the Road Fund 0010, made payable to the individual grantors listed below. This project is eligible for reimbursement under the Highway Safety Improvement Program (HSIP). The HSIP will provide up to 90 percent of the funding required for the right-of-way purchase. The remaining 10 percent will be paid out of the Road Fund. Sufficient appropriations for this project are included in the FY 2016-17 Public Works and Planning - Roads Org 4510 Adopted Budget.

The property owner names, addresses and the basis of the compensation associated with these parcels are as follows:

Parcel 1 - Sun-Maid Growers of California and Subsidiary, 13525 S. Bethel Avenue, Kingsburg, CA 93631 - $600. This payment is for a 672 square foot road easement.
