SUBJECT:                     Retroactive Grant Application for Proposition 47 Mental Health and Substance Use Disorder Treatment Services Program Funds

 

RECOMMENDED ACTION(S):

TITLE

Retroactively authorize the Department of Behavioral Health’s previous submittal of a grant application in the amount of $6,000,000 to the Board of State and Community Corrections for Proposition 47 Mental Health and Substance Use Disorder Treatment Services program funds.

REPORT

Approval of the recommended action will authorize the retroactive submission of a competitive grant application to the Board of State and Community Corrections (BSCC) for Proposition 47 (Prop 47) Mental Health and Substance Use Disorder Treatment Services.  The application includes leveraging in-kind, Mental Health Services Act and Drug-Medi-Cal funding ($2,409,054) for a total project award of $8,409,054. The substance use disorder services, mental health treatment, case management, housing-related assistance, restorative justice services, and expungement services would serve adults and be focused in the City of Selma.  If the grant were awarded the Department of Behavioral Health would be the lead department and would prepare a request for proposal for the services. 

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not approved, the submitted grant application will be withdrawn from consideration for funding.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. If awarded, the Department will return to your Board with an Agreement to accept the grant funds. This grant will provide $6,000,000 ($2,000,000 per fiscal year) for three years to implement a Substance Use Disorder and Mental Health Treatment program from FY 2017-18 through FY 2019-20. The application includes leveraging in-kind, MHSA and Drug Medi-Cal funding ($2,409,054) for a total project award of $8,409,054. Five (5%) percent ($300,000) of the funds requested in the grant application will fund the Department’s costs associated with administering the grant. Sufficient appropriations and estimated revenues will be requested in the Department Org 5630 FY 2017-18 Recommended Budget and subsequent fiscal year budget requests for the duration of the grant term.

 

DISCUSSION:

 

The funding opportunity for the Prop 47 grant application was made available by the BSCC on November 18, 2016 and due to various stakeholder and information gathering meetings, was not able to meet the County’s processing deadline for placement on a Board date prior to April 4, 2017. The proposal was submitted on February 21, 2017. Pursuant to Prop 47, the grant is to provide mental health services, substance use disorder treatment and/or diversion programs for people in the criminal justice system. The grant program may also provide housing-related assistance and/or other community-based supportive services, including job skills training, case management and civil legal services. The grant may fund programs that serve adults and/or juveniles.

 

The Department conducted a series of stakeholder meetings to determine the program design and target population per grant requirements. The submitted proposal was developed in partnership with a local advisory committee consisting of stakeholders who have experience and expertise in the prospective program to be implemented which will oversee the services if the grant is awarded. Based on the input gathered through the stakeholder process and consideration of the available funding, the Department submitted a grant proposal on February 21, 2017 for $6,000,000 plus $2,409,054 in leveraged funding for a total project award of $8,409,054 for a three-year term. The submitted proposal would provide substance use disorder services, mental health treatment, case management, housing-related assistance, restorative justice services, and expungement services to adults and would operate in the city of Selma, which was selected as Multi-Agency Access Program location and has a Department Rural Triage Team based at the Selma Police Department.

 

Should the grant be awarded, a resolution allowing the Department to accept the grant funds and a State-County contract will be brought to your Board for consideration. The Department will prepare a request for proposal for the services described in the Department’s submitted grant proposal. A resulting agreement with the recommended bidder will be brought to your Board for consideration once the bidding process has been completed. The BSCC tentatively anticipates announcing awarded grant recipients June 2017.

The Behavioral Health Board was made aware of the grant submission during the February 2017 meeting.
