SUBJECT:                     Memorandum of Understanding with the California Health Sciences University, College of Pharmacy

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute a Memorandum of Understanding (MOU) with the California Health Sciences University, College of Pharmacy for pharmaceutical consultation services and student clinical field experience, effective upon execution, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions, total not to exceed $40,000.

REPORT

Approval of the recommended actions will allow students enrolled in the Doctorate of Pharmacy program at the California Health Sciences University, College of Pharmacy clinical field experience at the Departments of Behavioral Health (DBH) and Public Health (DPH). The College of Pharmacy will also provide on-site pharmaceutical consultation services at the Kings Canyon Campus to assist medical and clinical staff with pharmacy medication management services.  The recommended MOU includes compensation to fund the on-site medication consultation services, financed with Mental Health Realignment funds, with no Net County Cost.

 

ALTERNATIVE ACTION(S):

 

If the Board does not approve the recommended action, the Departments will not receive added pharmacy on-site medication consultation services and College of Pharmacy students will not receive clinical field experience at County facilities.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action.  The maximum cost of the pharmacy consultation services in FY 2016-17 is $2,000; $40,000 for the term.  The recommended MOU will be financed with Mental Health Realignment funds.  Sufficient appropriations and estimated revenues were included in the Department of Behavioral Health Org 5630 FY 2016-17 budget and will be requested in the future budgets for the duration of the contract term. 

 

DISCUSSION:

 

The County operates three mental health outpatient clinics: Metro and the Urgent Care Wellness Center at Kings Canyon Campus, which serve adults and a site at Shields and Millbrook Avenues, which serves children.  Welfare and Institutions Code, section 5600 mandates that the County provide mental health crisis and psychiatric inpatient services to indigent and uninsured clients/patients, in addition to Medi-Cal beneficiaries.  The recommended MOU will provide an on-site California State licensed pharmacist(s), employed by the College of Pharmacy, for the following services:

 

a.                     Provide health care staff/clinicians (e.g.: physicians, pharmacists, nurses, etc.) appropriate medication use and recommendations, when necessary;

b.                     Design, implement and/or analyze approved research studies for the Departments and College of Pharmacy;

c.                     Develop and implement Disease Management Protocols in collaboration with health care professionals;

d.                     Develop and/or provide physician/fellow/resident/nursing educational activities;

e.                     Participate on committees;

f.                     Grow the capacity of local pharmacy professional staff in the County and increase the retention of local pharmacists in the County;

g.                     Increase the client care and coordination services to the Departments of Behavioral Health and Public Health clients; and,

h.                     Perform other activities as agreed upon by College of Pharmacy and the County.

 

The College of Pharmacy will provide to the County proof of the pharmacists’ educational qualifications, California State License(s), current registration, and health status report. The College of Pharmacy and the County will mutually agree to the scheduling of student pharmacists for the provisions of clinical field experience.  The County will provide the following to the pharmacist:

 

a.                     HIPAA Training;

b.                     Following compliance with health clearance requirements, access to the Electronic Medical Records;

c.                     Clinical area sufficient to conduct pharmacy services and to accommodate students, when necessary; and,

d.                     Access to support staff to assist with pharmacy services.

 

The County will retain full responsibility for the care of its clients and maintain its’ quality of care without relying on the licensed and/or student pharmacist for staffing purposes. This MOU is effective upon execution, with a three-year base contract and two optional one-year extensions.  DBH and DPH will present a Facility Use Agreement governing the College of Pharmacy’s use of the Kings Canyon Campus for your Board’s approval at an upcoming Board meeting.

 

Collaboration with the College of Pharmacy and its students provides the County with potential pharmacy college students remaining in the County after they receive their pharmacy degrees.

The Behavioral Health Board was made aware of this MOU at their July 2016 meeting.
