REPORT

There is no additional Net County Cost associated with the recommended actions as costs for this agreement are funded through Federal Foster Parent Recruitment, Retention and Support (FPRRS) funds. Approval of the recommended actions will allow Focus Forward to add a Social Worker to their staff to expand the Planned Re-Entry Program (PREP) and provide re-entry services to youth in foster care and group homes.

ALTERNATIVE ACTION(S):

If the recommended actions are not approved, the PREP will not be extended to youth in foster care and group homes.

FISCAL IMPACT:

There is no additional Net County Cost associated with the recommended actions, or match requirement for the receipt of funds. Funding for the recommended actions will be provided through FPRRS funding allocated by the State of California Department of Social Services. The Contractor will be compensated a maximum of $82,034 annually for the additional services. Approval of the second recommended action will increase FY 2016-17 appropriations and estimated revenues in the Probation Org 3430 in the amount of $20,509 to provide funding for the additional services for the remainder of this fiscal year.

DISCUSSION:

On May 10, 2016, your Board approved Agreement No. 16-187 with Focus Forward to provide re-entry services to youth committed to and released from the Juvenile Justice Campus and their families effective June 1, 2016 through May 31, 2021, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions.

The recommended action will add a social worker to Focus Forward’s staff to expand PREP services to youth in foster care and group homes beginning the last sixty days of a youth’s commitment with support and services continuing to be provided for at least sixty days post-release. Individualized re-entry case plans will be created for each foster youth referred to PREP, identifying and addressing strengths, barriers, risk factors, and the needs of the foster youth. Services will include: youth development workshops; case management; group and individual mentoring and guidance; employment preparation opportunities; life-enriching opportunities; crisis management; and referrals.
