SUBJECT:                     Budget Resolution for County Service Area 35 Zone C

 

RECOMMENDED ACTION(S):

TITLE

Adopt a Budget Resolution increasing the FY 2016-17 appropriations in the amount of $5,000 from General Reserves for County Service Area 35 Zone C Org 9156 (4/5 vote).

REPORT

The recommended action will increase appropriations to fund road improvements as requested by the Citizens Advisory Committee (CAC) of County Service Area 35 Zone C (Zone).

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not approved, the Zone will lack the needed appropriations to fund CAC requested road improvements for this fiscal year. 

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action.  Zone activities are funded by assessments and interest earned on cash reserves.  Approval of the proposed Budget Resolution will increase FY 2016-17 appropriations in the amount of $5,000 for County Service Area 35 Zone C Org 9156.  The costs associated with this action will be covered by CSA 35 Zone C’s General Reserves and will be used to fund road improvements as requested by the CAC.

 

DISCUSSION:

 

The Zone was formed in 1987 to provide maintenance of 2.5 miles of private roadways.  The Zone is located in the Squaw Valley Ranchos area.  The Zone encompasses Puma and Wolverine lanes lying southwest of George Smith Road, and contains 328.6 acres divided into 65 parcels (see Exhibit A).

 

The Zone’s CAC has requested chip seals to be done to various roads within their Zone. The preparatory work for the chip seals was completed a year and a half ago. Public Works and Planning - Design Division included the Zone as an additive when bids were solicited for the bituminous seal coats. The current budgeted appropriations for roadwork are insufficient to cover expenses that would be incurred by the Zone for the CAC requested roadwork.  Staff corresponded with the CAC regarding the Zone’s current financial situation and presented details of the requested road work estimated cost as well as the current cash balance and budget status of the Zone.  The necessity of adopting a Budget Resolution to increase budgeted appropriations to fund the requested roadwork was also discussed with the CAC. 

 

 

For the reasons cited above, the Zone’s budgeted appropriations need to be increased.  If the proposed Budget Resolution is approved, the FY 2016-17 appropriations for CSA 35 Zone C Org 9156 will increase by $5,000 from the CSA 35 Zone C’s General Reserves.  The estimated reserves at the end of the fiscal year will be $8,758.
