RECOMMENDED ACTION(S):

TITLE

Adopt plans and specifications for Contract No. 16-25-C, Bethel Avenue and Mountain View Avenue Left Turn Phasing, HSIPL-5942(243) and authorize the Director of the Department of Public Works and Planning or his designee to advertise for bids and set bid opening date contingent upon the Department receiving authorization from the California Department of Transportation.

REPORT

The recommended action will authorize the advertisement of a Federally funded Highway Safety Improvement Program (HSIP) Project.

 

ALTERNATIVE ACTION(S):

 

Not approving the recommended action will result in cancellation of the project and de-obligation of the allocated Federal funding. Any funds received by the County for this project to date would require reimbursement to the Federal Highway Administration from the Road Fund.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with recommended action. The HSIP will provide 90% of the funding for contract construction up to $541,300. The County’s share for the local match will be paid out of the Road Fund and was included in the FY 2016-17 Public Works and Planning - Roads Org 4510 Adopted Budget. The contract construction costs is anticipated to range between $850,000 and $940,000.

 

DISCUSSION:

 

The purpose of the HSIP is to achieve a significant reduction in fatalities and serious injuries on all public roads. The work to be done, in general, includes installing a new traffic signal with protected left turn phasing at the intersection of Bethel and Mountain View Avenues. The work also includes pavement widening and reconstruction. Signing, striping, and pavement markings will also be installed.

 

Prior to advertising, the Federal Highway Administration requires authorization to advertise from the California Department of Transportation (Caltrans). Advertising will not commence until this authorization is received.

 

Plans and Specifications were prepared by the Department’s Consultant, Peters Engineering. It is anticipated that construction for this project will begin in July of 2017 and be completed in February of 2018. The length of the construction period is due to the long lead time required for equipment delivery.

 

OTHER REVIEWING AGENCIES:

 

Caltrans provides oversight on projects where federal funds are allocated.
