SUBJECT:                     Right-of-Way Acquisition for ATP - Riverdale Pedestrian

                     Path Project - Federal Project No. ATPL-5942(256)

 

RECOMMENDED ACTION(S):

TITLE

Accept the easement deeds and authorize the Chairman to execute the right-of-way contracts and temporary construction permits required for the ATP - Riverdale Pedestrian Path Project for a total monetary consideration of $5,400.

REPORT

Approval of the recommended action will authorize the purchase of additional right-of-way and temporary construction permits required to install pedestrian sidewalks and curb ramps (shown on Exhibit A, attached). 

 

ALTERNATIVE ACTION(S):

 

The Board may reject the purchase of this right-of-way. This would prevent the County from obtaining the necessary right-of-way to proceed with the project. If the necessary right-of-way is not acquired, the project will be cancelled and funding previously received for the project would have to be returned.

 

FISCAL IMPACT:

 

There will be no Net County Cost associated with the recommended action. A warrant or check will be drawn on the Road Fund 0010, made payable to the individual grantors listed below.  This project is eligible for reimbursement under the Active Transport Project (ATP). The ATP will provide up to 100 percent of the funding required for the right-of-way purchase. Sufficient appropriations for this project are included in the FY 2016-17 Public Works and Planning - Roads Org 4510 Adopted Budget.

 

The property owner names, addresses and the basis of the compensation associated with these parcels are as follows:

 

Parcel 3 - Riverdale Joint Unified School District, 3160 W. Mt. Whitney, Riverdale, CA 93656 - $500. This payment is for 0.0015 acre pedestrian easement.

 

Parcel 4 - Riverdale Irrigation District, 21027 S. Brawley Avenue, Riverdale, CA 93656 - $3,900. This payment is for 0.013 acre pedestrian easement, temporary construction permit, fencing, gate and conducting a special irrigation board meeting.

 

Parcel 5 - Riverdale Memorial District, 3085 W. Mt. Whitney, Riverdale, CA 93656 - $500. This payment is for 0.006 acre pedestrian easement and temporary construction permit.

 

Parcel 6 - Riverdale Joint Unified School District, 3160 W. Mt. Whitney, Riverdale, CA 93656 - $500. This payment is for 0.010 acre pedestrian easement and temporary construction permit.

 

Of the total compensation provided pursuant to this agenda Item, $484 is for three temporary construction permits with a useful life of 12 months each, and $4,916 is for four permanent roadway easements.

 

DISCUSSION:

 

The proposed project consists of constructing Americans with Disabilities Act compliant pedestrian facilities in various locations in the community of Riverdale to improve safety and connectivity between Riverdale Elementary School, Fipps Primary School and Riverdale High School.

 

It is anticipated that construction may commence as early as September 2017.
