SUBJECT:                     Budget Resolution to establish resources for Westside Flood

 

RECOMMENDED ACTION(S):

TITLE

Adopt Budget Resolution increasing FY 2016-17 appropriations for the Interest and Miscellaneous Expenditures Org 2540 in the amount of $500,000 (4/5th vote).

REPORT

There is an increase in Net County Cost in the amount of $500,000 associated with the recommended action. Approval of the recommended action will ensure Departments have sufficient appropriations available to cover costs associated with the Westside Flood in the County of Fresno.

 

ALTERNATIVE ACTION(S):

 

If the Board does not approve the recommended action, appropriations for extensive costs associated with the Westside Flood will not be readily available.

 

FISCAL IMPACT:

 

There is an increase in Net County Cost in the amount of $500,000 associated with the recommended action. Approval of the recommended action will increase the FY 2016-17 appropriations in the Interest and Miscellaneous Expenditure Org 2540 in the amount of $500,000 using Unassigned Fund Balance in the General Fund to fund costs associated with the Westside Flood. A portion of the Net County Cost this fiscal year may be offset in following fiscal years if the California Office of Emergency (OES) offers relief funding for the Westside Flood event.

 

DISCUSSION:

 

The San Joaquin River is experiencing higher than average water levels. As a result, the water level of the river has led to the potential flooding in the areas of Tranquility, Mendota, and Firebaugh areas. On or around February 16, 2017, the Tranquility Irrigation District (TID) experienced the first seepage and breaks in its levees in regards to the water levels. Due to the large amount of resources needed the Fresno County OES was able to request assistance from the State. With assistance, a dam was created to stop the levee break.

 

Since the first event, the Fresno County Sheriff’s Office, Fresno County OES, Fresno County Public Works, Fresno County Internal Services Department and other local and state agencies began working with the Cal Fire Management team to develop contingency plans to address potential levee failure as well as flood threats that may occur anywhere else along the river system. As part of the contingencies, resources are being requested to address costs associated with the Westside Flood. Approval of the recommended action will allow departments to set up resources to address any potential costs associated with the Westside Flood.
