SUBJECT:                     Retroactive Grant Application Submittal for Zika Response Resources

 

RECOMMENDED ACTION(S):

TITLE

Retroactively authorize the Department of Public Health’s previous submittal of a grant application in the amount of $183,226 to the Public Health Foundation Enterprises, Inc. for Zika Response Resources.

REPORT

Approval of the recommended action will authorize the retroactive submission of a competitive grant application to Public Health Foundation Enterprises, Inc. (PHFE) for Local Health Department response to Zika Virus Disease (ZVD).  The Department of Public Health submitted the application to PHFE to meet the grants filing deadline of February 16, 2017, contingent upon your Board’s approval.  The award will fund additional ZVD response activities, with no increase in Net County Cost.

 

ALTERNATIVE ACTION:

 

Should your Board not approve the recommended action the grant application will be withdrawn from consideration for funding.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action.  This grant will provide up to $183,226 for 17 months to fund ZVD response activities.  If awarded, the Department will return to your Board with an agreement to accept the grant funds and to increase the Department’s Org 5620 appropriations and estimated revenues for FY 2016-17 and subsequent fiscal year budget requests for the duration of the grant term.

 

DISCUSSION:

 

Since the rapid spread of ZVD throughout the Americas began gaining significant attention in 2015, the Centers for Disease Control and Prevention (CDC) and the California Department of Public Health (CDPH) began providing support to local jurisdictions to minimize exposure to ZVD and to respond to confirmed cases.  As part of this ongoing effort, PHFE, on behalf of the CDPH, has been awarded funding from the CDC to enhance State and Local Health Department response to ZVD, targeted to epidemiology and surveillance, laboratory and registry activities.

 

The Department was first made aware of this grant opportunity on February 2, 2017, with an application submittal deadline of February 16, 2017.  Due to this limited timeframe, the Department could not request approval to submit the grant application prior to the submittal deadline.  On February 16, 2017, the Department submitted an application in the amount of $183,226 for a 17-month term, beginning on March 1, 2017 through July 31, 2018.

 

 

The submitted application proposes to use grant funds for five primary activities:

 

1.                     Conduct registry activities;

2.                     Develop a mosquito abatement process to communicate ZVD cases more efficiently to the local Mosquito Abatement Districts;

3.                     Conduct epidemiology evaluation of ZVD data;

4.                     Develop ZVD education materials for pregnant females; and,

5.                     General ZVD community outreach services (print, television, radio, and digital platforms)

 

Should the grant be awarded, an agreement will be brought to your Board for consideration.
