SUBJECT:                     Use of Board of Supervisors District Appropriations for Community

                     Outreach Event and development of a Good Works policy and/or

                                       Process

RECOMMENDED ACTION(S):

TITLE

1.                     Approve and authorize the use of Board of Supervisor District 3 funds, in the amount of $1000 for the Community Outreach event, Senior Spring Fling on May 12th 2017.

2.                     Direct the County Administrative Officer to develop an Administrative Policy and/or Process setting out guidelines for use of County funds for Community Outreach by the end of the month of May 2017.

REPORT

Approval of the first recommended action by the Board of Supervisors is to allow Supervisor District 3 to utilize funds from their district budget, for use in the sponsorship of the community outreach event Senior Spring Fling on May 12, 2017.

Approval of the second recommended action is to direct the County Administrative Officer (CAO) to develop an administrative policy and/or process similar to the Tulare County Good Works, setting guidelines and budget recommendations for County use of funds for Community Outreach, this will provide consistencies in utilizing such funds.

ALTERNATIVE ACTION(S):

The Board could approve with a defined set guidelines of approved expenditures. The Board could chose not to approve the described actions.

FISCAL IMPACT:

There is no increase in net county cost associated with the first recommended action. Sufficient appropriations are included in the budget adopted for the 2016-17 fiscal year under the Board of Supervisors Org 01100103, Account 6000 series, Salaries and Benefits and Account 7000 series Services and Supplies. The net county cost is to be determined for the policy and/or process that is to be developed by the CAO by the end of the month of May 2017.

DISCUSSION:

The Senior Spring Fling is an annual event at the Sal Mosqueda Center, with informational vendor booths promoting senior services.

Examples of the types of events that would be developed in a policy and/or process similar to  the Tulare County Good Works, by the CAO, would be, community informational outreach events for seniors, children and their families, community events and would include expenditures for event literature, event equipment, signs & banners, concessions, event products, and sponsorships. This practice is an adopted policy and/or process within other governmental agencies within Fresno and surrounding Counties.
