SUBJECT:                     Approve Agreement with Delray Tire and Retreading, Inc.

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute Agreement with Delray Tire and Retreading, Inc. for tires and roadside tire services, effective upon execution, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions, total not to exceed $3,000,000.

REPORT

Approval of the recommended action will provide Internal Services Department (ISD) - Fleet Services, Public Works and Planning (PW&P) - American Ave Disposal Site, and the Sheriff Coroner’s Office, the ability to purchase tires and receive roadside tire services for vehicles and equipment. There is no increase in Net County Cost associated with the recommended action. The total cost for the potential five-year Agreement is $3,000,000.

 

ALTERNATIVE ACTION(S):

 

Not approving the recommended action would leave County departments without an efficient method to purchase tires and roadside tire services for vehicles and equipment.  Products and services would be purchased from vendors on an as-needed basis, which would delay purchases and result in higher costs.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action for ISD - Fleet Services Org 8910. All costs associated with these services are recovered through charge backs to user County departments. Sufficient appropriations and estimated revenues are included in the Fleet Services Org 8910 FY 2016-17 Adopted Budget and will be requested in subsequent budgets subject to approval by your Board.

 

There is no Net County Cost associated with the recommended action for PW&P - American Avenue Org 9026. The Disposal Site is operated through the American Avenue Disposal Site Enterprise Fund 0700 Org 9026. Sufficient appropriations are included in the current FY 2016-17 budget for this Agreement and will be budgeted in subsequent budgets.

 

There is no increase in Net County Cost associated with the recommended action for Sheriff-Coroner Org 3111. Sufficient appropriations are included in the Sheriff’-Coroner’s Org 3111 FY 2016-17 Adopted Budget and will be requested in subsequent budgets, subject to approval by your Board.

 

 

 

DISCUSSION:

 

On November 4, 2016, Request for Quotation (RFQ) No. 17-032 was issued to solicit quotations from qualified vendors for tires and roadside tire services. Products to be quoted included tires for utility carts, automobiles, pursuit rated vehicles, light and heavy-duty trucks, and construction equipment. A requirement of the bid was the ability to repair and replace tires on vehicles and equipment throughout the County of Fresno, including areas which may experience adverse weather such as snow.

 

The County’s Purchasing Division received one bid by the November 30, 2016, deadline. Delray Tire and Retreading, Inc. submitted the only bid and provided reasonable pricing for products and services. Delray Tire and Retreading’s past and current performance of providing tires and related services for the County have been satisfactory and is therefore recommended for award.

 

Approval of the recommended action will provide ISD - Fleet Services, PW&P - American Ave Disposal Site, and the Sheriff-Coroner’s Office, the ability to purchase tires and receive roadside tire services for a wide range of equipment including but not limited to carts, light and heavy duty vehicles, pursuit rated vehicles, tractors, trailers, dump trucks, and motor graders.

 

The recommended action approves and authorizes award of the Agreement to Delray Tire and Retreading, Inc. for a three-year base contract with two, optional one-year extensions upon written approval of both parties for a total amount not to exceed $3,000,000.
