SUBJECT:                     Community Recidivism Grant - Amendments to Agreements

 

RECOMMENDED ACTION(S):

TITLE

1.                     Approve and authorize the Chairman to execute Amendment II to Agreement #15-241 with Focus Forward for the provision of community recidivism and crime reduction services extending the term by one year from July 1, 2018 to June 30, 2019 and increasing the contract maximum from $79,687 to $116,320;

2.                     Approve and authorize the Chairman to execute Amendment II to Agreement #15-243 with Poverello House for the provision of community recidivism and crime reduction services extending the term by one year from July 1, 2018 to June 30, 2019 and increasing the contract maximum from $79,687 to $116,320;

3.                     Approve and authorize the Chairman to execute Amendment II to Agreement #15-242 with Youth Centers of America for the provision of community recidivism and crime reduction services extending the term by one year from July 1, 2017 to June 30, 2018 and increasing the contract maximum from $79,653 to $116,286; and

4.                     Approve and authorize the Chairman to execute Amendment II to Agreement #15-240 with Boys and Girls Clubs of Fresno County for the provision of community recidivism and crime reduction services extending the term by one year from July 1, 2017 to June 30, 2018 and increasing the contract maximum from $79,687 to $116,320.

REPORT

There is no Net County Cost associated with the recommended actions, which will allocate $154,244 received from the Local Innovation Subaccount to Focus Forward, the Poverello House, Youth Centers of America, and the Boys and Girls Clubs of Fresno County extending these contracts another year.  The Local Innovation Subaccount allocates ten percent of the money received during the fiscal year from the Trial Court Security, the Community Corrections, the District Attorney and Public Defender, and the Juvenile Justice Growth Special Accounts.  Your Board has the authority to spend these funds as it would any of the funds in these accounts for local needs.

 

ALTERNATIVE ACTION(S):

 

If the recommended actions are not approved, your Board could choose to re-bid the services provided with Local Innovation Subaccount and Community Recidivism Reduction Grant (CRRG) funds; however, this would cause an interruption in services.  Your Board could choose a different funding allocation among the recommended vendors. 

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended actions.  Beginning in FY 2015-16, Government Code Section 30025 (f)(15) established the Local Innovation Subaccount, which allocates ten percent of the money received during the fiscal year from each of the following state Growth Special Accounts:  1) Trial Court Security, 2) Community Corrections, 3) District Attorney and Public Defender, and 4) Juvenile Justice.  The FY 2015-16 Growth funding for the Local Innovation Subaccount in the amount of $154,244 is recommended for distribution to the following vendors:  Focus Forward, Poverello House, Youth Centers of America, and Boys and Girls Clubs of Fresno County based on meeting the expectations set forth in the original agreements. 

 

The California Budget Act of 2014 allocated $250,000 in CRRG funds to Fresno County and your Board approved contracts on June 16, 2015 with five vendors to utilize these funds.

 

The California Budget Act of 2015 allocated an additional $125,000 in CRRG funds to Fresno County and your Board approved contracts on June 7, 2016 with four of the five vendors to utilize these funds.  The allocated 2015 funds are available for expenditures through FY 2018-19. 

 

The recommended actions will allocate $36,633 each in Local Innovation Subaccount funds to four of the vendors currently utilizing CRRG funding in addition to extending these contracts another year.  The Government Code that established the Local Innovation Subaccount does not specify a percentage for administrative costs.  Administrative costs in the amount of 5%, $7,712 are recommended for allocation to be consistent with the amount allowed for CRRG administrative costs. 

 

Sufficient appropriations will be included in the Recommended FY 2017-18 Budgets for Org 3451 CRRG and Org 3438 Local Innovation Subaccount.

 

DISCUSSION:

 

The purpose of the CRRG is to provide funding to nongovernmental entities or a consortium of nongovernmental entities that provide community recidivism and crime reduction services to persons who have been released from state prison, county jail, or a juvenile detention facility, who are under the supervision of parole or a probation department, or any other person at risk of becoming involved in criminal activities.  Community recidivism and crime reduction services include, but are not limited to delinquency prevention, homelessness prevention, and reentry services.

 

The California Budget Act of 2014 allocated $8 million in one-time funding for the CRRG of which Fresno County received $250,000.  The California Budget Act of 2015 allocated an additional $4 million to the BSCC for CRRG of which Fresno County received $125,000. 

 

On June 16, 2015, your Board approved five CRRG service agreements with nongovernmental entities and these services began on July 1, 2015 after staff completed a competitive process for the 2014 funding. On June 7, 2016, your Board approved amendments to extend the agreements with the five vendors one additional year.

 

The current agreements with CRRG funding expire as follows:

Government Code Section 30025 (f)(15) provides for beginning in FY 2015-16, each county treasurer, city and county treasurer, or appropriate official shall transfer to the Local Innovation Subaccount ten percent of the monies received during a fiscal year from each of the following state Growth Special Accounts:  1) The Trial Court Security, 2) The Community Corrections, 3) The District Attorney and Public Defender, and 4) The Juvenile Justice.  The monies in the Local Innovation Subaccount are to be used to fund local needs.  Your Board has the authority to spend the money deposited in this account as it would any funds in the above-mentioned accounts.

 

It is recommended that the $146,532 be allocated to four of the vendors currently utilizing the CRRG.  The following are brief descriptions of the services provided by the four recommended vendors receiving CRRG funding:

                     Focus Forward:  collaborates with established community and justice system partners and utilizes CRRG funding to work with youth 16-19 years of age released from the Juvenile Justice Campus (JJC) residing in low-income and high crime areas in the Fresno/Clovis metropolitan area.  Focus Forward provides evidence-based services and individual assessments that are tailored to the needs of the participant with a focus of filling a current gap for employment training and placement, to include job readiness and customer service skills, parenting and other life skills, mentoring and case management.  The current contract amount is $79,687 for a time period of July 1, 2015 through June 30, 2018 (three-year period).  It is recommended the contract increase by $36,633 for a total of $116,320 through June 30, 2019 (four-year period). 

 

                     Poverello House:  utilizes CRRG funding to work with adult male offenders who have completed Poverello’s residential drug/alcohol treatment program, and are currently in their aftercare program.  The Poverello House's programs are evidence based, e.g. utilizing Cognitive Behavioral Therapy and case management integrated with 12-Step and other support groups.  The Poverello House has implemented a Work-Out program that focuses on employment and community living.  The Work-Out program provides an expanded case management/employment phase that includes transitional housing, assistance with employment; completion of court-mandated classes such as batterers intervention and Driving Under the Influence; assistance with driver's licenses, social security cards, health coverage, high school diploma/General Education Development (GED), and child support to reduce barriers for successful reintegration into the community.  The current contract amount is $79,687 for a time period of July 1, 2015 through June 30, 2018 (three-year period).  It is recommended the contract increase by $36,633 for a total of $116,320 through June 30, 2019 (four-year period).

 

                     Youth Centers of America:  utilizes CRRG funding to work with at-risk young adults 18-30 years of age, in particular those at risk of gang-related activities with a focus on rural areas in and around Parlier, Del Rey and Sanger.  Working with established businesses, community, and law enforcement partnerships, Youth Centers of America utilizes a three-phased program that begins with initial assessments in employment aptitude and math skills, training in basic employment skills, fundamental construction knowledge, job crew placement, and then guaranteed full employment earning $15 per hour.  In addition, case management is provided throughout the program for follow up, service referrals and other support the youth may require.  The current contract amount is $79,653 for a time period July 1, 2015 through June 30, 2017 (two-year period).  It is recommended the contract amount increase by $36,633 for a total of $116,286 through June 30, 2018 (three-year period).

 

                     Boys and Girls Clubs of Fresno County: utilizes CRRG funding to work with at-risk youth 14-18 years of age released from the JJC residing in the areas served by the Fresno County Boys and Girls Clubs.  A "Targeted Re-Entry" program allows staff to establish in-custody mentoring relationships with youth at the JJC.  Once released from the JJC, the Boys and Girls Clubs offer services for youth to continue group and individual mentoring, mental health, academic and other services in the youth's neighborhood. The Boys and Girls Clubs work in collaboration with Probation and community partners to integrate evidence-based practices to design reentry plans built on assessments that include the youth, their parents or guardians, Probation Officers and service partners. The current contract amount is $79,687 for a time period of July 1, 2015 through June 30, 2017 (two-year period).  It is recommended the contract amount increase by $36,633 for a total of $116,320 through June 30, 2018 (three-year period).
