SUBJECT:                     Amendment I to Agreement with Fresno County Superintendent of Schools for Adult Education and Data Collection Services

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute Amendment I to Agreement No. A-14-309 with the Fresno County Superintendent of Schools for Adult Education and Data Collection Services extending the term by one year from July 1, 2017 to June 30, 2018 and increasing the maximum total by $871,660 to a total of $3,620,425.

REPORT

Approval of the recommended action will allow the Department of Social Services to extend the existing Agreement with the Fresno County Superintendent of Schools (FCSOS) for a period of one year and increase the compensation by $871,660 to allow for program evaluation and assessment of client needs.

 

ALTERNATIVE ACTION(S):

 

There is no viable alternative action. Pursuant to the California Work Opportunity and Responsibility to Kids Act (CalWORKs), Welfare and Institutions Code section 11200, the County is required to provide educational services that will assist CalWORKs Welfare to Work (WTW) clients in gaining employment. Should your Board not approve the recommended action, the existing Agreement will expire on June 30, 2017, exposing the County to risk of non-compliance of State and Federal legislation.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. The maximum cost of the agreement ($3,620,425) will be offset using CalWORKs Single Allocation funds. Sufficient appropriations and estimated revenues will be included in the FY 2017-18 Recommended Budget.

 

The County has a Maintenance of Effort (MOE) of $4,022,882 for FY 16-17 for the CalWORKs program. Once the MOE has been met, all expenses over that amount will be 100% funded with State and Federal dollars up to the amount of the annual CalWORKs Single Allocation. Social Services Realignment funds will be used to meet the CalWORKs MOE.

 

DISCUSSION:

 

On June 10, 2014, your Board approved an Agreement with FCSOS for Adult Education and Data Collections Services. The services provided by FCSOS assist the County in meeting educational service requirements for WTW clients. FCSOS sub-contracts with local school districts to provide Adult Education service, including Fresno Adult School, Clovis Adult School, Central Adult School, and Sanger Adult School.

 

The Adult Schools are responsible for providing the Department regular updates on educational progress of WTW clients. The schools report progress on Adult Basic Education, English as Second Language Learning, High School Diploma, General Education Development, and Vocational Training Programs.

 

By providing Adult Education and Data Collection service, both the Department and FCSOS are able to assist WTW clients in reaching their educational and employment goals.

 

The Department is requesting an extension of the existing Agreement so that Adult Education and Data Collection services will remain uninterrupted while the Department assesses client needs. In addition, State and Federal funding for CalWORKs programs has been reduced, prompting the Department to thoroughly evaluate programs and adjust funding as needed.
