RECOMMENDED ACTION(S):

TITLE

1.                     Make a finding that it is in the best interest of the County to waive the competitive bidding process consistent with Administrative Policy No. 34 (contract with a federal, state or local governmental agency) for the solicitation of Specialized Training Courses.

 

2.                     Approve and authorize the Chairman to execute an Agreement with the Regents of the University of California, on behalf of the University of California, at Davis to provide training for Adult Services, Eligibility Services, CalWORKs Employment Services, In-Home Supportive Services and Child Welfare Services, effective July 1, 2017 through June 30, 2019 ($850,000).

REPORT

Approval of the recommended actions will allow the Department to waive the competitive bidding process and execute an Agreement with the Regents of the University of California, on behalf of the University of California, at Davis (UC Davis) Extension campus, for specialized social services training for the period of July 1, 2017 through June 30, 2019, with no Net County Cost.

 

ALTERNATIVE ACTIONS:

 

There is no viable alternative action. UC Davis is the only agency that can provide Eligibility and specialized training as requested by the Department. Training is mandated in accordance with the Code of Federal Regulations (CFR) § 235.62, State Plan Requirements for Training Programs and the State Manual Policies and Procedures (MPP) Chapter 14, Staff Development and Training. Should your Board not approve the recommended actions, the Department will not be able to provide training for Social Services functions, including those in Adult Services, Eligibility Services, California Work Opportunity and Responsibility to Kids (CalWORKs), Employment Services, In-Home Supportive Services, and Child Welfare Services, as mandated.

 

SUSPENSION OF COMPETITION:

 

The recommended action to waive the competitive bidding process is consistent with Administrative Policy No. 34 based upon the Regents of the University California’s status as a State governmental agency. Based on this information, a letter of interest was not necessary.  The Internal Services Department - Purchasing concurs with the Department’s request to suspend the competitive bidding process.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended actions. The maximum amount of the recommended agreement for the period of July 1, 2017 through June 30, 2019 ($850,000) will be offset with State and Federal funds ($729,300), and the County match ($120,700) will be funded through the UC Davis Extension in-kind contribution. The California Department of Social Services authorizes the UC Davis Extension to contribute to the County’s share of cost, in accordance to County Fiscal Letter No. 91/92-01. Sufficient appropriations and estimated revenues are included in the FY 2017-18 Recommended Budget for the Department of Social Services, Org. 5610 and will be included in subsequent budgets.

 

DISCUSSION:

 

The Department is mandated to provide training services in accordance with CFR § 235.62, State Plan Requirements for Training Programs and the State’s MPPs, including Chapter 14, Staff Development and Training. The goals and objectives of the trainings are to assist the Department in increasing staff competency, administering programs more effectively, and assuring high quality of public services.

 

The UC Davis Extension has provided Federal and State mandated training to the Department continuously since 1989. Trainings are developed for the Department to implement Federal and State rules and regulations, and to meet the evolving needs of social service, human service, and public sector management areas. Approval of the recommended actions will provide a maximum of 200 units for Eligibility Services, Child Welfare Services, and specialized training in areas such as supervision and management. Training meets Federal and State requirements, and improves the knowledge and skills of Social Workers, Eligibility Workers, Job Specialists, Employment Services Supervisors, and Administrative Staff, to meet changes due to new rules, regulations, policies or shifts in program emphasis.

 

The Department has no other agreements with UC Davis Extension. The recommended Agreement utilizes UC Davis Extension’s contract model and differs from the County’s model contract.  The Agreement includes mutual indemnification language and allows for termination for any reason by either the County or UC Davis Extension upon giving a thirty (30) day advance written notice.
