SUBJECT: Amended Addenda to Medi-Cal County Inmate Program (MCIP) Agreements

RECOMMENDED ACTION(S):
TITLE
Authorize Chairman to send email to State Department of Health Care Services approving amended Addenda to Medi-Cal County Inmate Program agreements for State FYs 2016-17 and 2017-18.
REPORT
The recommended action will authorize the approval of revised addenda, which removes the timeline but maintains the FY 2016-17 and 2017-18 methodology for administrative costs related to the Medi-Cal County Inmate Program (MCIP) agreements. The California Department of Health Care Services contacted the County late June 5, 2016 and requested the immediate confirmation via email by the Chairman acknowledging receipt of the updated addenda.

ALTERNATIVE ACTION(S):

The Board could refuse to provide the authorization for the Chairman to send the confirmation emails in which case the County would not be able to receive reimbursements for jail inmate medical care covered by Medi-Cal.

FISCAL IMPACT:

None. The amended addendums change certain timelines but do not alter the financial provisions previously agreed to by the County and approved by the Board of Supervisors on February 7, 2017.

DISCUSSION:

On February 7, 2017, your Board approved Agreement Nos. 17-041 and 17-042 with DHCS allowing the County to participate in the MCIP for State FYs 2016-17 and 2017-18, respectively. These agreements would allow the County to receive Medi-Cal reimbursement for certain medical expenses incurred for jail inmates.

On the afternoon of Monday, June 5, 2017, DHCS sent amended Addenda to participating counties and demanded a response from the signatory for each county agreeing to the amended Addenda within 24 hours.
