SUBJECT:                     Resolution accepting monetary donation from the Fowler Chapter of Friends of the Library

 

RECOMMENDED ACTION(S):

TITLE

1.                     Adopt Resolution accepting and expressing gratitude for the monetary donation of $6,512 from the Friends of the Library to purchase furniture and equipment for the Fowler Branch Library during FY 2016-17; and

2.                     Adopt Budget Resolution increasing the FY 2016-17 appropriations and estimated revenues for the County Library Book Fund Org 7521 in the amount of $6,512 (4/5 vote).

REPORT

There is no Net County Cost associated with the recommended actions. The first recommended action is required to satisfy the reporting requirements under Chapter 762.12 of the CAO Management Directives for donations greater than $500.00 in value. The approval of the recommended actions will allow the Library to accept a donation from the Fowler Chapter of the Friends of the Library to purchase new furniture, equipment, and educational toys to create an Early Learning Center at the Fowler Branch Library during FY 2016-17.

 

ALTERNATIVE ACTION(S):

 

Your Board may choose to not accept the donation from the Friends of the Library. Should this be the case, the Library will not be able to purchase new furniture, equipment, and educational toys to create an Early Learning Center at the Fowler Branch Library.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended actions. Routine maintenance will be provided by Library maintenance staff as part of normal Library operations. Upon approval, the donation will be accepted and the items will be purchased in FY 2016-17.  Approval of the second recommended action will increase the FY 2016-17 appropriations and estimated revenues for the County Library Book Fund Org 7521 in the amount of $6,512.

 

DISCUSSION:

 

Friends of the Fowler Library is a subsidiary chapter of Friends of the Library. The goal of Friends of the Library is to support branch library operations. They have done this by supporting library programs and special projects through the sale of donated books at the library.

 

Friends of the Fowler Library would like to contribute $6,512 to purchase furniture, equipment, and educational toys to create an Early Learning Center at the Fowler Branch Library. The Early Learning Center will consist of a sofa, storage unit, story time carpet, and educational toys.

 

Early Learning Centers are family places that provide children and their caregivers with opportunities to engage in creative play through puzzles, toys, and manipulatives to build early literacy practices. Selected materials in the centers are designed to strengthen cognitive, emotional, social, and motor skills in children ages 0-5. The Library estimates through internal research (Fresno County Public Library, Report on Early Learning Centers, May 2016) that over 30% of children entering kindergarten in Fresno County lack the skills needed to be successful in school. Depending on the amount and quality of language-rich interactions experienced, some children will have heard 30 million fewer words less than their peers by age three. Combining tools from the Early Learning Centers with supporting books, resources, and opportunities for learning and enrichment allows the Library to help parents and caregivers increase a child’s chance for success in school and beyond.
