SUBJECT:                     Revenue Agreement for seed certification services

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Fresno County Agricultural Commissioner/Sealer of Weights and Measures to execute a Revenue Agreement with the California Crop Improvement Association for the period of July 1, 2017 through June 30, 2018 ($5,503).

REPORT

Approval of the recommended action will allow the County to enter into an agreement with the California Crop Improvement Association to reimburse the Department’s costs for seed certification services.

 

ALTERNATIVE ACTION(S):

 

Should your Board not approve the recommended action, the Department will not receive funding from the California Crop Improvement Association (CCIA) for the seed certification program.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action.  Fresno County will receive approximately $5,503 in revenue from CCIA to fund this program. The estimated revenues and appropriations to fund the full cost of the program are included in the FY2017-18 Recommended Budget for Department of Agriculture Org. 40101006.

 

DISCUSSION:

 

The California Crop Improvement Association, a non-profit corporation, is officially recognized as the seed certifying agency under the California Seed Law. The mission of CCIA is to provide services and support research that promotes the improvement, production, distribution and use of superior quality seeds and other agricultural products. The production and certification of quality seeds is of benefit to all growers, as well as the consumers of their products.

 

This Agreement provides funds for Department staff to provide supervision of the harvesting, cleaning, packaging, labeling, and movement of seed eligible for certification by the CCIA.

 

On April 25, 2017, your Board authorized the Fresno County Agricultural Commissioner/Sealer of Weights and Measures to execute specific revenue agreements for FY 2016-17, which included the CCIA seed certification agreement.  A provision was included within that agenda item stating that the Agricultural Commissioner/Sealer of Weights and Measures may execute these agreements as long as they are within 15 percent of the Department’s estimations.  At that time, the Department estimated $4,400 in revenues for this program.  The actual amount approved by the CCIA ($5,503) is outside the 15 percent allowance; therefore, this Agreement is brought before your Board individually for approval.
