SUBJECT: Probation Department Salary Resolution Amendment

RECOMMENDED ACTION(S):
TITLE
Approve Salary Resolution Amendment for the Probation Department Org 3430 as reflected on Appendix "E", adding one Probation Services Manager effective July 3, 2017.
REPORT
There is no increase in Net County Cost associated with the recommended action. Approval of the recommended action will add a Probation Services Manager to establish a Quality Control/ Program Evaluation (QC/PE) Unit within the Probation Department. The goal of this Unit will be to ensure programs overseen by the Probation Department are meeting the needs of Probationers and contract outcome measures and requirements. The QC/PE Unit will also review probation cases to ensure proper program referrals. This position will be fully funded with Community Correction Performance Incentive (SB 678) funds.

ALTERNATIVE ACTION(S):

If the recommended action is not approved, the proposed QC/PE Unit will not be created.

FISCAL IMPACT:

There is no Net County Cost associated with the recommended action. The costs associated with the position being added for the QC/PE Unit is fully offset with SB 678 funds. Appropriations and estimated revenues for this position will be included in the Recommended FY 2017-18 Probation Org 3430 Budget.

DISCUSSION:

Approval of the recommended action will create an QC/PE Unit that will provide the Probation Department the ability to review programs, develop outcome measures where needed, and evaluate the effectiveness of programs in reducing recidivism. As part of the program evaluation, programing gaps will be identified and recommendations will be made regarding program improvements and additional programs in order to address the identified gaps.
