RECOMMENDED ACTION(S):

TITLE

Approve and authorize Chairman to execute Program Supplement Agreement No. N233 Rev. 1 to Administering Agency-State Master Agreement for Federal Aid No. 06-5942R with California Department of Transportation for Federal Project No. BRLO-5942(227) Travers Creek Bridge on Parlier Avenue ($360,000).

REPORT

The recommended action would authorize the Chairman to execute a Program Supplement Agreement (PSA) with the California Department of Transportation (Caltrans) to allow reimbursement of project costs with Federal funds.

 

ALTERNATIVE ACTION(S):

 

No viable alternative action has been identified. Not approving the recommended action will result in de-obligation of the allocated funding.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action. The estimated total cost for the preliminary engineering and right-of-way phases of the project is $360,000. Approval of the recommended action will allow for 100% cost reimbursement up to $360,000 from the Federal Highway Bridge Program (HBP) along with toll credits. Sufficient appropriations are included in the FY 2016-17 Public Works and Planning - Roads Org 4510.  Upon completion of the right-of-way phase, additional funds will be obligated for construction.

 

DISCUSSION:

 

Fresno County and Caltrans entered into Administering Agency - State Master Agreement No. 06-5942R for Federal Aid projects, approved by the Board of Supervisors on March 13, 2007. The Master Agreement requires a PSA to be executed as each project is funded. The PSA amends the Master Agreement to designate the County as the Administering Agency for the project, identifies the amount of Federal funds requested and available to the County, and provides a basis for the State to reimburse the County for expenditures incurred during the project.

 

The purpose of the HBP is to improve the condition of highway bridges through replacement, rehabilitation, and systematic preventive maintenance, thus reducing the number of deficient bridges that carry highway vehicular traffic.

 

The proposed work consists of replacing the Travers Creek Bridge on Parlier Avenue, 0.2 miles east of Englehart Avenue. The existing 2-lane bridge will be replaced with a new 2-lane structure that meets current standards. The project will require partial right-of-way acquisitions and temporary construction easements.
