SUBJECT: Agreement with the Fresno Center for New Americans for the operation of the Holistic Cultural Education Wellness Center

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute an Agreement with the Fresno Center for New Americans (FCNA) to operate a Holistic Cultural Education Wellness Center, effective July 1, 2017, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions, total not to exceed $4,483,595.
REPORT
There is no increase in Net County Cost associated with the recommended action. Approval of the recommended action will allow for the Mental Health Services Act - Innovation funded Holistic Cultural Education Wellness Center (Holistic Center) to transition to MHSA Prevention and Early Intervention (MHSA-PEI) funding. The Holistic Center promotes wellness and recovery of participants based on holistic healing practices and educational opportunities that support the wellness of the 'whole person' while complementing traditional clinical treatment methods.

ALTERNATIVE ACTION(S):

If the recommended action is not approved, the Department of Behavioral Health would not be able to access available MHSA - PEI funds for the Holistic Center, stakeholder approved and operational since June 2012.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended action. The agreement will be funded with MHSA - PEI funds. The FY 2017-18 maximum compensation is $896,719; $4,483,595 for the term. Sufficient appropriations and estimated revenues will be included in the Department's Org 5630 FY 2017-18 Recommended Budget and in subsequent fiscal year budget requests for the duration of the term.
