SUBJECT:                     Security Services Agreement with Val Security, Inc., for Regional Locations

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute an Agreement with Val Security, Inc., for security services at Department of Social Services’ Coalinga, Kerman, Reedley, and Selma buildings effective July 11, 2017 through June 30, 2022, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions, total not to exceed $885,307.

REPORT

There is no additional Net County Cost associated with the recommended action which will create a three year Agreement with an option for two additional years for security services at regional buildings located in Coalinga, Kerman, Reedley, and Selma, occupied by Fresno County Department of Social Services (DSS), Fresno County Department of Behavioral Health (DBH), and Fresno County Department of Public Health (DPH).  The Agreement maximum for the first year is $174,652.

 

ALTERNATIVE ACTION(S):

 

If your Board does not approve of the recommended action, DSS, DBH, and DPH will not have security coverage at their regional locations.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action.  The maximum cost of the recommended Agreement for the period of July 11, 2017 through June 30, 2022 is $885,307.  The cost for the Agreement will be funded through DSS ($838,828), DBH ($39,839), and DPH ($6,640).  The Agreement includes a base cost ($843,149) plus a 5% contingency ($42,158) to cover after hour service requests and additional coverage when necessary.

 

The maximum cost of the recommended Agreement for DSS is $838,828. The cost for the Agreement will be offset with State and Federal Social Services funds ($751,040), 2011 Realignment ($83,301) in lieu of State General funds for Child Welfare Services and Adult Protective Services Programs that were realigned to counties through Assembly Bill (AB) 118, 1991 Social Services Realignment ($3,380) and $1,107 Net County Cost to fund the General Relief’s share of cost. Total cost for FY 2017-18 will be $165,482. Sufficient appropriations will be included in the FY 2017-18 Recommended Budget for the Department of Social Services, Organization 5610, and will be included in subsequent budgets.

 

The maximum cost of the recommended Agreement for DBH is $39,839, and will be financed with Medi-Cal FFP and Mental Health Realignment funds.  The total cost for FY 2017-18 will be $7,860.  Sufficient appropriations will be included in the FY 2017-18 Recommended Budget for the DBH, and will be included in subsequent budgets.

 

The maximum cost of the recommended Agreement for DPH is $6,640, and will be financed with California Home Visiting Program funds.  The total cost for FY 2017-18 will be $1,310.  Sufficient appropriations will be included in the FY 2017-18 Recommended Budget for DPH, and will be included in subsequent budgets.

 

DISCUSSION:

 

Request for Quotation (RFQ) # 17-069 for security services was issued on April 3, 2017 through Fresno County Internal Services - Purchasing Services.  The RFQ was listed on Public Purchase bid database.  The RFQ was viewed by 58 vendors, downloaded by 46 vendors, of which eight submitted a qualifying quotation.  With a base annual budget of $166,335, Val Security, Inc. is recommended for funding as the most affordable and responsible vendor.

 

Val Security, Inc. based in Vallejo, California was selected as part of a competitive bid process.  The recommended Agreement provides for security services at all four sites, Monday through Friday (excluding County observed holidays) from 7:30am - 6:30pm.  The Departments have four offices located in Coalinga, Kerman, Reedley, and Selma.  Due to the outlying locations and the required scope, Fresno County Internal Services - Security is unable to provide these services at this time.

 

The Agreement may be terminated by either party without cause, by giving advance 60-day written notice.  The Agreement has an automatic renewal clause for an additional two twelve-month periods, under the same terms and conditions.
