SUBJECT:                     Amendment to Agreement No. 16-504 with Abbe and Associates LLC

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize Chairman to execute Amendment 1 to Agreement No. 16-504 with Abbe and Associates LLC, to provide consultant services relating to development of County’s updated waste management plan, extending the term by one year through August 8, 2018 with one optional one-year extension, and increasing the maximum by $75,000 annually for each extension term, bringing the maximum to a total not to exceed $300,000.

REPORT

The recommended action will authorize the Chairman to execute an amendment to the agreement with Abbe & Associates LLC to assist Department staff to continue the development and implementation of the County’s updated solid waste management strategic plan.  The optional second one-year extension may be authorized by the Director of Public Works and Planning based on satisfactory performance by the contractor, and if necessary to complete outstanding related tasks.

 

ALTERNATIVE ACTION(S):

 

The Board may decline to approve the recommended action.  If the Board chooses to not approve the recommended action, a new RFP will need to be issued to select a Consultant to complete the work started by Abbe and Associates, which may delay the implementation of state-mandated programs. 

 

FISCAL IMPACT:

 

There are no Net County Costs associated with the recommended actions.  Funding for the recommended action is included in the FY 2017-18 Recommended Budget and will be requested in the FY 2017-18 Public Works and Planning - Resources Org 9015 budget proposed for adoption. The costs will be funded by the County’s AB 939 Service Fee and the County Solid Waste Management Fee.

 

DISCUSSION:

 

On August 9, 2016, the County executed Agreement No. 16-504 with Abbe & Associates to assist Department staff in evaluating current and future solid waste programs, assist with the extension and amendment of the Exclusive Service Area Program and to update the solid waste strategic plan and related legislation.   Abbe and Associates has met all performance standards as specified in the contract, however, in retrospect, staff underestimated the time required for completion of all tasks.
