SUBJECT:                     Retroactive Grant Application for Lead-Based Paint Hazard Control Remediation Service Funds

 

RECOMMENDED ACTION(S):

TITLE

Retroactively authorize the Department of Public Health’s previous submittal of a grant application in the amount of $1,000,000 to the Department of Housing and Urban Development for lead-based paint hazard control remediation service funds.

REPORT

Approval of the recommended action will authorize the retroactive submission of a competitive grant application to the Department of Housing and Urban Development (HUD) for the removal of lead-based paint hazards in houses where a lead-poisoned child has been identified. The Department of Public Health (DPH) submitted the application to HUD to meet the grant’s filing deadline on March 23, 2017, contingent upon your Board’s approval.  The application includes leveraging in-kind funding ($1,002,589) in the form of risk assessments and clearance inspections of lead contaminated homes for a total project cost of $2,002,589. If awarded, DPH will work with the Department of Public Works and Planning (PWP) to complete the remediation services. 

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not approved, the submitted grant application will be withdrawn from consideration for funding.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. This grant will provide $1,000,000 for three years to implement a Lead-Based Paint Hazard Control Program from FY 2017-18 through FY 2019-20. The application includes leveraging in-kind services ($1,002,589) in the form of DPH risk assessments and clearance inspections of lead contaminated homes for a total project cost of $2,002,589.  Ten-percent ($100,000) of the funds requested in the grant application will fund the costs associated with administering the grant. If awarded, DPH will return to your Board to accept the grant funds and to increase the DPH Org 5620 appropriations and estimated revenues for FY 2017-18.

 

DISCUSSION:

 

HUD made the Lead-Based Paint Hazard Control (LBPHC) grant application available on February 7, 2017. The proposal was due and submitted on March 23, 2017.  Due to various stakeholder and information gathering meetings, DPH was not able to meet the County’s processing deadline for placement on a Board Agenda prior to March 23, 2017.

 

The LBPHC program will help local governments create and implement programs to make homes lead safe. The grant will provide lead-based paint hazard remediation services to low-income households where lead-poisoned children have been identified. Remediation services include the removal and/or containment of dangerous lead paint, soil and dust, insuring a healthy living environment. DPH in conjunction with staff from PWP’s - Community Development Division’s Affordable Housing Programs, will assist both rental and owner-occupied houses to remediate lead-based paint hazards. The grant includes leveraging in-kind funding in the form of services such as risk assessments of homes for lead contamination and clearance inspections at the end of services to ensure properties are lead safe.

 

Should the grant be awarded, a resolution allowing DPH to accept the grant funds and a Federal-County contract will be brought to your Board for consideration.
