Title: 1. SUBJECT: Retroactive Master Agreement with Licensed Residential Care Facilities for Transitional Residential Board and Care Services

RECOMMENDED ACTION(S):
TITLE
1. Approve and authorize the Chairman to execute a retroactive Master Agreement with licensed residential care facilities for transitional residential board and care services to severely and persistently mentally ill adult clients, effective July 1, 2017, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions, total not to exceed $25,000,000.

2. Authorize the Director of the Department of Behavioral Health, or designee, to add and/or delete licensed residential care facilities to the Master Agreement, as necessary.
REPORT
Approval of the recommended actions will allow the Department of Behavioral Health to provide the opportunity to transition clients from locked and/or higher-level of care institutions to less restrictive facilities, as determined by clinical staff. The facilities include transitional board and care, specialized level of care services, and/or other certified/licensed facilities with services for severely and persistently mentally ill adult clients. The recommended agreement includes language, allowing the Department Director to approve rate adjustments as may be required by the Department of Health Care Services or Social Security Insurance (SSI) rate changes as set forth by the Social Security Administration (SSA). Additionally, the recommended actions will allow the Director to add and/or delete qualified, licensed and interested vendors, as necessary, to meet the department's placement needs funded with Mental Health Realignment, with no increase in Net County Cost.
