SUBJECT:                     Program Supplement Agreements to Master Administering Agency-State Agreements for Federal Aid Nos. 06-5942R

 

RECOMMENDED ACTION(S):

TITLE

1.                     Approve and authorize Chairman to execute Program Supplement Agreement No. N237 Rev. 1 to Master Agreement for Federal Aid No. 06-5942R with the California Department of Transportation for Federal Project No. HSIPL-5942(230), Bethel Avenue and Manning Avenue Traffic Signal Installation ($565,500).

 

2.                     Approve and authorize Chairman to execute Program Supplement Agreement No. N227 Rev. 2 to Master Agreement for Federal Aid No. 06-5942R with the California Department of Transportation for Federal Project No. BRLS-5942(213), Delta-Mendota Canal Bridge on Nees Avenue ($858,741).

REPORT

The recommended actions will approve revisions to Program Supplement Agreements (PSAs) for existing projects under Administering Agency-State Agreement 06-5942R, approved by the Board on March 13, 2007.

 

ALTERNATIVE ACTION(S):

 

No viable alternative actions have been identified. Not approving the recommended actions will result in de-obligation of the allocated funding.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended actions.

 

For the first recommended action, the estimated total cost for the project is $1,271,509. Approval of the recommended action will allow for reimbursement up to $565,500 from the Highway Safety Improvement Program (HSIP). Sufficient appropriations will be requested in the proposed FY 2017-18 Public Works and Planning - Roads Org 4510 Budget to cover the local match of $706,009.

 

For the second recommended action, the estimated cost for the preliminary engineering and right-of-way phases of the project is $970,000. Approval of the recommended action will allow for reimbursement of 88.53%, up to $858,741 from the Federal Highway Bridge Program (HBP). Sufficient appropriations will be requested in the proposed FY 2017-18 Public Works and Planning - Roads Org 4510 Budget to the cover the local match of $111,259. Additional funds will be secured at a later date to fund the construction of the project.

 

 

 

DISCUSSION:

 

Fresno County and Caltrans entered into Administering Agency - State Master Agreement No. 06-5942R for Federal Aid projects, approved by the Board of Supervisors on March 13, 2007. The Master Agreement requires a PSA to be executed as each project is funded. The PSA amends the Master Agreement to designate the County as the Administering Agency for the project, identifies the amount of Federal funds requested and available to the County, and provides a basis for the State to reimburse the County for expenditures incurred during the project.

 

The traffic signal project at Bethel Avenue and Manning Avenue will install a four-way traffic signal at the intersection and will widen Bethel Avenue to install left turn pockets in both the northbound and southbound directions. The project is scheduled to be completed by the end of 2017.

 

The Delta-Mendota bridge replacement project on Nees Avenue will replace a functionally obsolete bridge, thus eliminating a deficient bridge. The project is currently in the preliminary engineering and right-of-ways phases. The bridge is being designed by MGE Engineering, with construction of the new bridge planned in FY 2018-19.

 

OTHER REVIEWING AGENCIES:

 

Development of this project was coordinated with Caltrans and Caltrans provides oversight on projects where Federal funds are allocated.
