RECOMMENDED ACTION(S):

TITLE

1.                     Make a finding that it is in the best interest of the County to waive the competitive bidding process consistent with Administrative Policy No. 34 for unusual or extraordinary circumstances for the solicitation of website creation and maintenance and public outreach and education; and

 

2.                     Approve and authorize the Chairman to execute a sole source Agreement with the Fresno Westside Mosquito Abatement District, for public outreach and education regarding Zika Virus Disease and other mosquito borne illnesses, effective upon execution through June 30, 2020 ($125,000).

REPORT

Approval of the recommended actions will allow the Department of Public Health to execute an agreement with the Fresno Westside Mosquito Abatement District (FWMAD).  FWMAD is a local government agency and was determined the best-suited district by local abatement district managers to develop a countywide website with public outreach and education.  The recommended agreement funds the website’s development and maintenance to provide County residents Zika Virus Disease (ZVD) and other mosquito borne illness awareness and prevention information, with no Net County Cost.

 

ALTERNATIVE ACTION(S):

 

Should your Board not approve the recommended actions, the Department would need to conduct a request for proposals to identify a vendor with extensive expertise in mosquito borne illnesses and abatement to provide the described services.  It is noted that the local mosquito abatement districts jointly discussed the services proposed and concur that FWMAD is the local mosquito abatement district best suited to provide and manage the proposed services.

 

SUSPENSION OF COMPETITION/SOLE SOURCE CONTRACT:

 

The Department’s request to waive the competitive bidding process consistent with Administrative Policy No. 34 as FWMAD is a local government agency that can provide website development with public outreach and education regarding ZVD and other mosquito borne illness awareness and prevention information.  Based on this, a letter of interest was not necessary.  The Internal Services Department - Purchasing Division concurs with the Department’s request to waive the competitive bidding process.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action.  The maximum amount of the agreement for website development and public outreach activities is $125,000:

 

                     $95,000 in FY 2017-18

                     $15,000 in FY 2018-19

                     $15,000 in FY 2019-20

 

Sufficient appropriations will be included in the Department’s Org 5620 FY 2017-18 Recommended Budget and in subsequent fiscal year budget requests.

 

DISCUSSION:

 

Since the rapid spread of ZVD throughout the Americas began gaining significant attention in 2015, the Centers for Disease Control and Prevention (CDC) and CDPH began providing support to local jurisdictions to minimize exposure to ZVD and to respond to confirmed cases.  The County is one of 10 in California where the presence of Aedes aegypti and Aedes albopictus mosquitos, which are capable of transmitting ZVD have been identified.

 

Currently two of the four mosquito abatement districts located within the County have websites, but many residents do not know in which district their property is located or who to contact to report mosquito activity.  A singular website that would allow County residents to locate mosquito abatement contact information and additional ZVD related public health outreach and education, has been identified through regular meetings between the Department and the local mosquito abatement district managers.  The proposed website, under the recommended agreement, will provide residents the ability to confirm their district, identify appropriate contact information to reporting mosquito activity, and educational information related to ZVD and other mosquito borne illnesses.

 

Through the recommended agreement, FWMAD would hire an employee dedicated to providing ZVD information and education through door-to-door contact, cold calls, phone calls returned because of requests made through the new website, media contacts and interviews and/or other appropriate means.  The information provided would include awareness and prevention, potential health effects, especially to pregnant women, identification of mosquito abatement, and health related resources. 

 

While FWMAD will be responsible for creating and maintaining the website and providing the public outreach and education position, both the website and position will serve all County residents.  FWMAD, Fresno Mosquito and Vector Control and Consolidated Mosquito Abatement District mutually determined that FWMAD would be responsible for conducting these activities. 

 

During FY 2017-18, the website development and maintenance will be funded through Agreement No. 16-694 with the California Department of Public Health (CDPH) and the public outreach and education position at FWMAD ($80,000) will be funded by CDPH through Agreement No. 14-602. 

 

Additionally, website and/or public outreach activities taking place during FY 2018-19 ($15,000) and FY 2019-20 ($15,000) will be funded through CDPH’s upcoming five-year Public Health Emergency Preparedness grant, which will be presented to your Board during FY 2017-18. 

 

The term of the recommended agreement deviates from the County standard of a three-year base with two additional one-year periods due to the new service and available funding.  The proposed term is through June 30, 2018 and may be extended for two additional one-year periods.
