SUBJECT: Response to the 2016-17 Fresno County Grand Jury Final Report No. 4

RECOMMENDED ACTIONS:
TITLE
1. Review the findings and recommendations of the 2016-17 Fresno County Grand Jury Final Report No. 4 and adopt the recommended responses.

2. Order the Board's responses to the 2016-17 Fresno County Grand Jury Final Report No. 4 be filed with the Presiding Judge of the Superior Court.
REPORT
On July 10, 2017, the Grand Jury filed the 2016-17 Final Report No. 4, which examined whether the Facility Services Division within the Fresno County Internal Services Department was overcharging county departments for standard services and supplies. The Grand Jury requested responses from your Board to Findings F8, F13-16 and Recommendations R3, R10-R13, which are within the County's scope of responsibility. Recommended responses are included in Exhibit A for your Board's consideration. Upon adoption by your Board, responses will be submitted to the Presiding Judge.

Additionally, it should be noted that the Grand Jury requested responses from the Internal Services Department Director, County Administrative Officer, and Auditor-Controller/Treasurer-Tax Collector; the three response letters are included as Exhibit B.

ALTERNATIVE ACTION(S):

There is no alternative action. California Penal Code, section 933(c) requires that your Board respond to the Presiding Judge within 90 days.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended actions.

DISCUSSION:

On July 10, 2017, the Grand Jury filed the 2016-17 Final Report No. 4, which investigated whether the Facility Services Division within the Fresno County Internal Services Department was overcharging county departments for standard services and supplies.
