SUBJECT: City of Coalinga's Request for County to Conduct Special Municipal Election with Riverdale Irrigation District's Regularly Scheduled Election

RECOMMENDED ACTION(S):
TITLE
Adopt a Resolution approving the City of Coalinga's request for the County Clerk/Registrar of Voters to conduct a Consolidated Special Municipal Election with Riverdale Irrigation District on November 7, 2017.
REPORT
On July 17, 2017, the City of Coalinga executed Resolution No. 3771 calling a Special Municipal Election on November 7, 2017 for Measure C: City of Coalinga's 1% Sales Tax Measure. The City requests the election be consolidated with the Uniform District Election Law (UDEL) election and be conducted by the Fresno County Clerk/Registrar of Voters.

ALTERNATIVE ACTION(S):

If the recommended action is not approved, it would be the responsibility of the City of Coalinga to conduct their election. Historically, the city has submitted an executed resolution for their past municipal elections requesting the County Clerk/Registrar of Voters conduct the election. The County Clerk/Registrar of Voters has provided those services and the city, upon receipt of an invoice, has reimbursed the County for past elections costs.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended action. The City of Coalinga has agreed, by resolution, to reimburse the County for all costs related to the conduct of the November 7, 2017 Consolidated Special Municipal Election. The estimated cost range for the City of Coalinga is $44,000 to $48,000.

The total estimated UDEL election cost for the city and one special district is estimated at $55,000 to $70,000 and is included in the Department's FY 2018-2019 budget.
