SUBJECT:                     Agreement with the Regents of the University of California for Behavioral Health Training

 

RECOMMENDED ACTION(S):

TITLE

1.                     Make a finding that it is in the best interest of the County to waive the competitive bidding process consistent with Administrative Policy No. 34 for unusual or extraordinary circumstances  for the solicitation of Special Training Courses; and,

 

2.                     Approve and authorize the Chairman to execute a sole source Agreement with the Regents of the University of California, on behalf of the University of California, Davis, to provide training for Department of Behavioral Health staff, effective September 12, 2017 through June 30, 2018 ($382,500).

REPORT

Approval of the recommended actions will allow the Department of Behavioral Health to execute an agreement with the Regents of the University of California, on behalf of the University of California at Davis (UC Davis) Extension campus.  Regents of the University of California is a State governmental agency and was determined the best suited agency to provide specialized human services training to Department staff. The recommended agreement funds the training, with no Net County Cost.

 

ALTERNATIVE ACTION(S):

 

There is no viable alternative action.  UC Davis is the only agency that provides specialized training for statewide county human services staff.  Similar training has been provided to other counties throughout California by experienced trainers well versed with the exact requirements and subject matter for staff in a behavioral health setting.

 

SUSPENSION OF COMPETITION/SOLE SOURCE CONTRACT:

 

The Department’s request to waive the competitive bidding process is consistent with Administrative Policy No. 34 as Regents of the University of California status as a State governmental agency that can provide the requisite training.  Based on this, a letter of interest was not necessary.  The Internal Services Department - Purchasing Division concurs with the Department’s request to waive the competitive bidding process.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended actions.  The maximum amount of the recommended agreement ($382,500) will be offset with State Mental Health Services Act - Workforce Education and Training funds ($344,250) and the UC Davis Extension in-kind contribution ($38,250).  Sufficient appropriations and estimated revenues are included in the FY 2017-18 recommended budget for the Department of Behavioral Health Org 5630.

 

DISCUSSION:

 

The UC Davis Extension has provided Federal and State mandated training to the Department of Social Services in the County since 1989.  Trainings are developed for the Department to meet evolving needs of behavioral health, human services, and public sector management areas. 

 

Approval of the recommended actions will provide a maximum of 90 units of training to include Lead Now (human services leadership training), Supervisory and Customer Service training.  The trainings will help improve the knowledge and skills of managers, supervisors, line staff, and administrative staff to effectively work with policies, build skills in planning and project management, improve service delivery, and develop consistent management across programs and service areas.

 

The Department has no other agreements with UC Davis Extension.  The recommended agreement utilizes UC Davis Extension’s contract model which differs from the County’s model contract.  The agreement includes mutual indemnification language, reviewed and approved by Risk Management, and allows for termination for any reason by either the County or UC Davis Extension upon giving a 30-day advanced written notice.
