SUBJECT:                     Agreement with the Fresno County Fire Protection for the Fresno County Fire Protection District Station 90 (Caruthers/Lanare/Raisin City) Water Tender Refurbish, Community Development Block Grant (CDBG) Project No. 17731

 

RECOMMENDED ACTION:

TITLE

Approve and authorize Chairman to execute Agreement with the Fresno County Fire Protection District for the Fresno County Fire Protection Station 90 (Caruthers/Lanare/Raisin City) Water Tender Refurbish, Community Development Block Grant Project No. 17731 ($240,000).

REPORT

The Agreement provides Community Development Block Grant (CDBG) funding for the Fresno County Fire Protection District for the Fresno County Fire Protection District Station 90 (Caruthers/Lanare/Raisin City) Water Tender Refurbish Project totaling $240,000.  The project is included in the County’s 2017-18 Action Plan which was approved by the Board on August 8, 2017.

 

ALTERNATIVE ACTION:

 

The Board may reject the project and proceed to amend the 2017-18 Action Plan to delete the Fresno County Fire Protection District Station 90 (Caruthers/Lanare/Raisin City) Water Tender Refurbish Project and direct staff to identify another project on the 2017-18 Back Up list for consideration.   However, deletion of this project may impact the County’s ability to meet its CDBG expenditure timelines, which are set by the U.S. Department of Housing and Urban Development.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action.  The total estimated project cost is $291,000.  CDBG funds in the amount of $240,000 from the County’s unincorporated area allocation are included in the FY 2017-18 Public Works and Planning - Community Development Block Grant Org 7205 recommended budget, for the Fresno County Fire Protection District Station 90 (Caruthers/Lanare/Raisin City) Water Tender Refurbish Project.  CDBG funds are provided on a reimbursement basis.  The Fresno County Fire Protection District will provide all sums of money in excess of the CDBG funds that may be necessary to complete the project.

 

DISCUSSION:

 

On August 8, 2017, the Board approved the 2017-18 Unincorporated Area Projects list as part of the Annual Action Plan, which included the Fresno County Fire Protection District Station 90 (Caruthers/Lanare/Raisin City) Water Tender Refurbish Project.

 

The Fresno County Fire Protection District Station 90 (Caruthers/Lanare/Raisin City) Water Tender Refurbish Project proposes to refurbish an existing water tender located at Fire Station 90 in Caruthers.  The Project will improve fire protection services by providing a mobile water supply with firefighting capability.  The Project will primarily benefit the communities of Caruthers, Lanare, Raisin City, and the surrounding areas.

 

In addition to providing funds for the Fresno County Fire Protection District Station 90 (Caruthers/Lanare/Raisin City) Water Tender Refurbish Project, the Agreement requires that the Fresno County Fire Protection District prepare the specifications for the project that conform with Federal and State regulations governing Federally-assisted projects.  The Agreement also provides that the Fresno County Fire Protection District be responsible for the advertising and awarding of the project to the lowest responsible bidder and for completion of the necessary project design.  The County agrees to review and approve the specifications for compliance with Federal regulations prior to the District advertising of the project for bid.  The Fresno County Fire Protection District agrees to maintain the improvements after project completion.

 

The County has determined with reasonable certainty that there is no possibility that this project may have a significant impact on the environment and therefore the Project is exempt from the provisions of the California Environmental Quality Act (CEQA) and the National Environmental Protection Act (NEPA).

 

OTHER REVIEWING AGENCIES:

 

The Agreement has been reviewed and approved by the Fresno County Fire Protection District.
